【摘要】 近年来,随着我国城市化的快速推进,都市圈经济逐渐成为区域经济协调发展的主要形式。国内外的多项研究和区域发展实践都表明,都市圈经济增长在很大程度上受到其内部产业空间布局的影响。杭州都市圈作为我国区域经济一体化程度较高的都市圈,产业空间布局具有一定的代表性。因此考察杭州都市圈产业空间布局现状,找出布局的不合理之处,并进行问题的机理分析,对促进我国都市圈经济产业空间合理布局,进而推动区域经济协调发展具有重要的理论和实践意义。本文首先从杭州都市圈产业空间布局的现状分析入手,通过测算都市圈整体的三次产业结构、产业区位商、产业梯度系数和产业相似系数,得出杭州都市圈产业空间布局不合理之处在于区域内产业梯度分布不明显、产业同构现象较为突出和地方保护主义严重。其次,针对上述问题,从企业区位选择和政府利益分析的角度,测算和比较都市圈内杭州、嘉兴、湖州和绍兴四地的企业人工成本、税收负担、经营成本和利润率等指标,得出制造业分布在都市圈中心城市杭州是符合经济学原理的；进一步考察政府的税收、就业和GDP等数据,并通过地方政府之间简单博弈和地方政府与企业互动,得出产业空间布局不合理的根本原因在于由地方保护主义导致的行政区经济的结论。最后,为打破行政区经济阻碍都市圈整体协调发展的壁垒,化解产业空间布局存在的问题,本文提出了通过建立健全跨区域协调发展机制和创新区域合作机制来破除地方保护注意的政策建议,并为杭州都市圈产业空间布局优化和调整指明了方向。更多还原

【Abstract】 In recent years, with the rapid development of China’s urbanization, the m etropolitan circle economy gradually becomes the main form of region economi c integration development. Many of the domestic and foreign researches and re gional development practices show that the internal industrial space layout influ ences the metropolitan circles’ economic growth in a great extent. Hangzhou M etropolitan Circle lies in a region with a high degree of the regional economic integration, whose industrial spatial layout is of certain representativeness. So studying the industrial space layout Hangzhou Metropolitan Circle, finding out something irrational in the layout, and analyzing the reasons for the problems, are benifitial to the reasonable industrial special layout of the metropolitan circl e economy, and of great significance to promote coordinated development of th e regional economy in theory and practice.Firstly, this paper begins from the analysis of space distribution of industr y in Hangzhou Metropolitan Circle, by measuring the circle’s three industrial st ructure, industrial location quotient, industrial gradient coefficient and industry s imilarity coefficient, the reasons for the industrial spatial layout are unconspicu ous industrial gradient distribution, common industrial isomorphism and serious local protectionism. Secondly, in view of the above questions, from the perspec tive of enterprise location selection and government interests, measuring and co mparing enterprises’ working cost, tax burden, operating costs and profitability index in Hangzhou, Jiaxing, Huzhou and Shaoxing. we can conclude that the manufacturing industry in the city circle lies Hangzhou is reasonable according to the principle of economics; Further investigating the government tax, emplo yment and GDP, etc. and through the local government and local government between simple game with enterprise interaction, we can conclude that the fun damental reason for the unreasonable industrial spatial layout is the local prote ctionism by the administrative region economy. Finally, to break out the admin istrative region economy which hinders the coordinated development of the wh ole circle and dissolve the problems existing in the industry space layout, this paper puts forward policy suggestions by setting up and perfecting the cross re gional harmonious development and innovation mechanism of regional cooperati on mechanisms to break the attention of local protectionism, and points out the direction to the optimization and adjustment for the industrial spatial layout in Hangzhou Metropolitan Circle.更多还原
