【摘要】 在新公共管理运动和政府改革在全世界兴起的背景下,政府绩效评估已然成为公共管理领域的热点和难点问题。在我国,随着政府行政体制改革的不断深入,以及政府职能和角色的不断转变,政府绩效评估日渐受到重视,并付诸于实践中。作为我国地方政府经济职能的一项重要内容,招商引资对地方经济社会发展所起的推动作用有目共睹。构建一套科学合理的地方政府招商引资绩效评估体系,以提高我国地方政府招商引资绩效,具有非常重要的理论意义和现实意义。这也正是本文试图分析解决的问题。本文首先在对我国地方政府招商引资绩效评估体系构建的基本理论进行阐述的基础上,对我国地方政府的招商引资职能进行了科学的界定,并结合我国地方政府招商引资及外资管理工作实践,筛选出28个评估指标,构成我国地方政府招商引资绩效评估指标体系,该体系由四个子系统构成：(1)投资环境子系统；(2)产业导向子系统；(3)招商业绩子系统；(4)企业经营子系统。同时,将一种多元统计方法——因子分析引进我国地方政府招商引资绩效评估中。初步构建了一套符合我国地方政府实际,科学合理、易于操作的地方政府招商引资绩效评估体系。然后,笔者采用本文构建的基于因子分析的我国地方政府招商引资绩效评估体系为工具,应用SPSS19统计软件,建立统计分析模型,对2010年度玉溪市地方政府的招商引资绩效进行实际评估,并将评估结果和工作实际情况进行比对,结果证明：本文所构建的基于因子分析的我国地方政府招商引资绩效评估体系可以高效、准确、科学地评估玉溪市地方政府的招商引资绩效。最终,得出本文结论：本文所构建的基于因子分析的我国地方政府招商引资绩效评估体系可以科学、高效、准确地评估我国地方政府的招商引资绩效。更多还原

【Abstract】 Against the background of the New Public Administration Movement and gov-ernment reformations springing up all over the world, the government performance evaluation has become a hot point of the field of public administration. In China, with the constant going forward of government administrative system reformation, and con-tinues change of government’s function and role, more and more attention has been gradually paid to the government performance evaluation, even put it into some prac-tices. As an important economic function of local governments, investment attracting has obviously driven local economic and social development. At present, to establish a science and reasonable performance evaluation system in investment attracting for Chi-nese local governments, to improve local governments’performance in investment attracting, would be a significant contribution to theory studies and practices. This is the just issue that this thesis tries to analyze and solve.In this thesis, firstly, on the base of expounding basic theories of the establishment of Chinese local governments’performance evaluation system in investment attracting, the author proposes local governments’ responsibilities for investment attracting, linked with working practices of investment attracting and foreign investment admini-stration in China, chooses 28 evaluation indexes to build a performance evaluation in-dex system in investment attracting for Chinese local governments, which consists of 4 subsystems:investment environment, industrial guiding, investment attracted and en-terprises’ operation. At the same time, the author introduces a multivariate statistical way-- factor analysis to carry out Chinese local governments’ performance evaluation in investment attracting. A suitable, simple and operational performance evaluation system in investment attracting for Chinese local governments has been established.Then, the author uses the performance evaluation system established in this thesis, assisted with SPSS 19 statistical software, to build statistics and analysis models, to evaluate Yuxi 10 county governments’ performance in investment attracting in 2010, and to compare evaluation results with working practice. At last, it’s proved that Chi-nese local governments’ performance evaluation system with factor analysis in invest-ment attracting established in this thesis can evaluate Yuxi local governments’ perform-ance in investment attracting efficiently, accurately and reasonably.Finally, the author makes a conclusion:Chinese local governments’ performance evaluation system with factor analysis in investment attracting established in this thesis can evaluate Chinese local governments’ performance in investment attracting effi-ciently, accurately and reasonably.更多还原
