破解望城城区停车难问题研究

【摘要】 解决好城市停车问题是加强城市交通管理的一个重要方面,停车设施作为城市的重要基础设施,对城市的建设和发展有着非常重要的意义。望城区作为近郊县区,城市化进程日益加速,机动车保有量快速增长,但由于停车设施规划建设及停车管理比较滞后,造成了城区停车难的问题。深入研究城区停车难问题,既是望城目前亟待破解“停车难”问题的现实诉求,同时也是县改区后,未来构建交通流畅、快捷高效的现代化新城区的必要保障。只有剖析停车难问题,才能为静态交通与动态交通规划提供科学的决策依据,形成流畅、高效、便捷的综合交通体系。本文利用实地观察、问卷调查、深度访谈、统计模型、空间分析等方法,在分析研究区域停车目的构成、停车时间构成、换乘距离分布、机动车出行频率分布等停车行为特征的基础上,研究了其停车难时空分布规律及形成机理,并结合未来停车趋势分析,提出了破解望城城区停车难的总体策略、实现路径以及重要节点与路段的具体破解方案。研究结果表明:(1)望城城区停车行为主要特征:停车目的比重由大到小依次为办公、购物、餐饮、休闲娱乐、其他目的;平均停车时间由长到短依次为娱乐休闲、办公、餐饮、其他目的、购物,其中购物为目的的停车位周转率最高,办公和娱乐休闲为目的的停车周转率比较低;机动车出行频率大,每周7天的比重达60%以上,3天以下的不足5%。(2)望城城区目前停车难的空间分布基本上可以概括为“一区、六街、四点”。其中“一区”即指老城区;“六街”即郭亮路、宝粮路、文源路、雷锋东路、工农路、电子街;“四点”即郭亮路-连江路交叉口、郭亮路-工农路交叉口、新一佳节点、联城国际步行街口节点。在时间分布上,机关单位停车难时点一天内主要集中工作日上班时间,约为上午8点半—12点、下午14点半—17点半;学校附近停车难的时点主要是在在早上7点半—8点半、中午11点到12点,以及下午14点以及16点半的上下学时段。通过时空分布特征的分析,发现机动车刚性增长、停车设施规划建设滞后、公交不完善、功能布局不合理、约束机制缺失等是影响望城停车难时空分布的主要因素。(3)破解望城城区停车难问题的总体策略应从需求管理、停车配建、公交导向三方面着手。基于需求管理策略,停车供需严重失衡,泊位缺口非常大,近期必须加快规划建设一批规模不等、数量合理的公共停车场以缓解此区域停车难问题;基于停车配建管制策略,加强对目前在建的步步高、步行街、苏宁电器、华天大酒店等大型的商业、娱乐、休闲建筑停车配建指标的落实,并且严禁改变停车用地使用功能;基于公交导向策略,建议规划两条公交线路,两条电瓶车线路,其中两条公交线路主要加强旧城区与新城的联系,以及唯罗克与高裕路之间区域;两条电瓶车线路则主要加强旧城区内部东西向之间的联系。(4)就破解望城城区停车难问题的总体实现路径而言,要通过加强挖潜路内停车资源补充停车需求缺口;通过收费约束机制提高停车周转率;通过智能化、信息化与单独化等现代管理技术手段破解停车难体制与机制障碍;通过加强停车教育宣传提升停车质量;通过尝试停车产业化、停车共享用地开发等新型措施,提高停车社会与经济效益。
【Abstract】 Solve the parking problem is to strengthen urban management, urban transport is an important aspect, parking facilities as the city’s critical infrastructure, has very important significance in construction and development for city.Wangcheng is a suburban counties, the increasing speed of urbanization, rapid growth of vehicle population, but because of planning and construction of parking facilities and parking management is lagging behind, resulting in a lot of parking problems. In-depth study of parking problem is not only to meet the needs of solving the problem of "stop hard", but also to build traffic smooth, fast and efficient modern new city for the future. Only analysis of the problem of parking can provide a scientific decision making for the static traffic and dynamic traffic planning, and form a smooth, efficient and convenient integrated transport system.In this paper, By the method of field observations, questionnaires, in-depth interviews, statistical models, spatial analysis, in base of analyzing the purpose of parking structure, parking time form, transfer from the distribution, frequency distribution of motor vehicle travel behavior on study area, studied the law of Spatial and temporal distribution for Wangcheng’s "stop hard", and with the trend analysis of future stop problem, and Provided the overall crack strategy, implementation paths and concrete cracking program for important node and path.The results show that:I. Main features of parking behavior:the descending order of proportion of stopping purpose is business, shopping, dining, entertainment and other purposes; the average parking time from long to short followed by entertainment, office, restaurants, and other purposes, shopping, which for the purpose of shopping the highest rate of turnover of parking spaces, office and recreation for the purpose of parking turnover rate is relatively low; motor vehicle travel frequency is large,7 days a week more than 60%,three days less than 5%.II. The spatial and temporal distribution of Wangcheng city parking can be summarized as "one district, Sixth Street, four points." The "one area" refers to the old city; "Sixth Street" that Guo Liang Lu, Po grain Road, Man Yuen Road, Lei Feng Road, road workers and peasants, e-street; "four points" that Guo Liang Road-intersection with River Road, Guo Liang Road intersection with Gong Nong Road, Xinyijia point, Lianchengguoji Walking Street. Distribution in time, parking is difficult to point organs and units mainly working day working hours, about 8:30 am-12 pm,14:30-17 points and a half; point near the school parking difficult mainly in the 7:30 am-8 point and a half,11:00 to 12:00 pm and 14:00 and 16:30 of time from school. By temporal and spatial distribution analysis, we found the rigid motor vehicle growth, delayed construction of parking facilities planning, transportation imperfect, irrational function, constraints such as lack of mechanisms that affect the look of the city parking is difficult and space distribution of the main factors.III. Over strategy for cracking the parking problem, has three aspects, including demand management, parking with the construction, transportation-oriented. Base on management strategy, parking supply and demand is imbalance, where is a big gap, we must accelerate the planning and construction of a number of recent varying in size, a reasonable number of public parking to alleviate the problem of parking in this area; Base on parking With construction, must Implementation of the indicators of Bubugao, Walking Street, Suning Appliance, Huatian Hotel and other large business, entertainment, leisure complex building which under construction, and prohibited to change the land use function; based on transit-oriented strategy, planning two bus lines, two cable car lines, two major bus lines to enhance old Town and New Town links, and Weiluoke road with Gaoyu road; two cable car lines within the old city is mainly to strengthen the link between the east-west.IV. Implementation paths for cracking the problem of the city parking, is to excavation road parking resources to supplement the gap; increase parking turnover rate by parking charges; break the barrier of system and mechanism by modern management techniques such as intelligence, information technology and Separate management; improve social and economic benefits of parking by trying to parking industrial, land development and other new measures.
