【摘要】 城市管理综合行政执法一直以来就是政府公共职能的热门话题之一。随着我国城市化进程的加快,对我国城市管理执法提出了更高的要求。城市管理执法在一定程度上体现了一座城市的文明程度,体现了政府对于城市规划管理和城市建设的态度。城市管理综合行政执法既是城市管理中的重点,同时又是城市管理中矛盾突出的焦点。如何正确行使手中的权力,让城市建设良好有序和谐发展,是对我国城市管理行政执法建设的挑战。近年来,一些城市管理行政执法中的暴力执法、暴力抗法现象屡屡发生,使得城市管理行政执法成为舆论关注的焦点。同时,城市管理的暴力执法也使政府在公众心中的形象大大折扣,对政府开展其他各项工作造成了严重的负面影响,降低了政府公信力,一定程度上阻碍了城市建设的发展。本人试图通过权力分立与制衡理论、系统集成管理理论作为支撑,分析推行相对集中行政处罚权的必要性及取得的成就。同时通过对城市管理行政执法现状与问题的深入分析,探索可行性的解决对策,为今后我国的城市管理行政执法的完善提供理论和实践的参考,为构建和谐社会贡献自己的一份力量。更多还原

【Abstract】 City Administration and law enforcement is always one of the hot topics of the public function of the government, along with our country city changes a course accelerate, to our country city urban administrative and law enforcement has put forward higher requirements. City Urban Management Enforcement in a certain extent reflects the government to the city planning and city construction, city management administrative law enforcement in city management is the key, is also the city management in contradiction focus. How to correctly exercise the power in the hand, make the city builds good and orderly harmonious development, is China’s challenge to the construction of city management of administrative law enforcement. In recent years, some city management of administrative law enforcement in the law enforcement violence, violent resistance to law phenomenon happens time and again, make the city management of administrative law enforcement became the focus of media attention, at the same time, city management law enforcement violence also makes the government’s public image is greatly discount, for government to carry out other work caused serious negative effect, reduces the the credibility of the government, to some extent hindered the development of city construction. I am trying to separation of powers and checks and balances theory, system integration management theory as the support, analysis and implementation of the relatively centralized administrative penalty power necessity and achievements, at the same time for city management of the various issues in-depth exploration, through the analysis of city management of administrative law enforcement situation, find out the feasible countermeasures, with a view to our country city urban administrative and law enforcement harmony plays a certain role to help do.更多还原
