【摘要】 科学的组织架构是商业银行核心竞争力的重要构成要素之一。最近数年里,随着经济金融一体化的加强和IT平台集约化的发展,国内商业银行的条线控制能力得到空前的提高,这为商业银行的事业部制改革提供了较为充分的市场环境和技术条件。为了适应市场环境的变化和IT技术的发展,国内商业银行纷纷加强条线管理,并大力推进条线型事业部制改革。然而,尽管条线型事业部制改革如火如茶,但由于国内传统存贷款市场和国内金融监管体制相对分割,且来自分支行的改革阻力较大,国内商业银行传统业务部门的条线型事业部制改革却短期内难见显著的成效,甚至时有反复。我国股份制商业银行既面临着国际金融市场全球化的强大压力,又面临着外资银行强有力的竞争,如果不能在股份制商业银行组织结构改革上取得突破,中国银行业遭遇金融风险的概率将越来越高,因此股份制商业银行组织结构变革倍受关注,成为理论界和政府决策部门研究的热点问题。本文的选题主要源于研究股份制商业银行在银行业全面开放后如何进行组织结构的变革,应对竞争激烈的市场发展并取得突破的需要。C银行作为国内商业银行的佼佼者,虽然不是第一家开展事业部制改革的商业银行,但可以借鉴的成功先例寥寥无几,实施过程中仍面临着诸多问题和挑战。本文将以C银行D分行事业部制改革试点工作为案例分析,研究的内容主要包括以下几个方面：1、从商业银行组织结构基本理论出发,阐述商业银行组织结构理论发展沿革,分析研究国外商业银行组织结构发展情况,探索国外商业银行事业部改革过程,从组织架构设置和组织结构变革必备要素等方面总结了国外商业银行组织结构改革的经验与启示；2、通过对国内商业银行事业部制改革的现状分析,研究银行事业部制改革前的弊端,提出我国商业银行事业部制改革的必要性和可行性；3、以C银行D分行事业部制改革为案例,结合该行系统内前期分行事业部制改革的经验,提出D分行的组织结构改革方案；4、对银行事业部制改革中存在的问题提出解决方案,并对C银行D分行深入推进事业部制改革提出建议。本文的研究成果对国内商业银行事业部改革将具有一定的借鉴作用。更多还原

【Abstract】 Scientific organization structure is one of important elements of core competitiveness in commercial banks. In recent years, with the strengthening of economies and finance integration and the development of IT platform centralization, domestic commercial banks have improved their ability to control Business Lines (BLS), which provides sufficient conditions for the reform of Business Unit (BU) of commercial banks in market and technique. To adapt the environment changing of the market and improving IT techniques, domestic commercial banks enhance the management of BLS and push on the reform of linear BU. Although the reform of linear BU is going vigorously, it will not be successful in short time for the relatively independence between deposit and loans market and for the huge resistance from sub-branches. And the process will follow a repetitive line.As an outstanding bank in China, maybe the China Merchants Bank(CMB) is not the first to carry forward the reform of BU. As for the successful examples are limited, we still face so many problems and challenges.With the trial reform of BU of CMB Dalian Branch as a point and starting with the basic theories of organization structure of commercial banks, the essay introduces the history of reforms, compares the domestic and international situation, combines the experience from trial reform, at last suggests the reform adjustment schedule for the organization structure for Dalian Branch.This essay will have some references for the ongoing BU reform of domestic commercial banks.更多还原
