中国文化产业发展战略研究

【摘要】 在今年刚刚发布的《中国国民经济和社会发展十二五规划纲要》中首次明确提出,“推动文化产业成为国民经济支柱性产业,增强文化产业整体实力和竞争力”。中国文化产业的发展起步于改革开放之初,相对于西方发达国家,我国的文化产业发展起步迟,发展相对滞后。大力促进国家文化产业的发展对于转变经济发展方式和促进经济结构调整,对于不断满足人民日益增长的精神文化需求,对于提高国家综合国力和软实力,对于我国经济有好又快发展具有重大意义。新时期以来,特别是近年来,我国文化产业的发展取得了一定的成绩,也存在着明显的不足。在后金融危机时代,我国文化产业发展面临着难得的发展机遇,同时也面临严峻的挑战。全面推进、重点突破,抓住机遇、乘势崛起,大力实施中国文化产业跨跃式发展战略,已成为发展中国文化产业的共识。本研究取得的主要成果有:1.首次提出并初步论证文化的经济属性和功能2.较系统的概括了核心文化产业的经济价值3.中国文化产业发展现状与对策分析4.制定当代中国文化产业发展战略的条件和优势研判5.提出中国文化发展战略的目标、步骤和战略要点。本课题的研究,可以帮助提高对文化及文化产业发展的重要性认识,进一步理清中国文化产业发展中取得的成绩和存在的不足,尝试探索我国文化产业发展规律、趋势和重点战略,为我国文化产业发展的有关决策提供参考。
【Abstract】 "Promoting the culture industry to be the mainstay industry in our national economy and enhancing the overall power and its competence" was for the first time proposed in the Outline of China’s Twelfth Five-Year Plan for the National Economic and Social Development in China, which was issued this year. Compared with the western developed countries, the development of Chinese culture industry which was started late with the beginning of reform and opening- up was lagged behind. Vigorously pushing the development of culture industry is of great significance for the accelerating changes to the pattern of economic development and restructuring, constantly satisfying the mental and cultural need of Chinese people, increasing our integrated nation power and soft power and for the sound and fast development of the economy. In recent years, Chinese culture industry has already made great achievements, however, it also has obvious deficiencies.In the post financial crisis era, the development of Chinese cultural industry faces precious opportunities as well as severe challenges. It has become a common consensus of all the people in our cultural industry that by overall promoting, making key. breakthrough, taking opportunities, riding on the momentum, carrying on the great-leap-forward development strategy for Chinese cultural industry.The main results of our research are as follows:Firstly, the economic attributes and functions of cultural were firstly proposed and demonstrated. Secondly, the economic value of the core cultural industries was overviewed systematically. Thirdly, the current development status of Chinese cultural industry and countermeasures were analyzed. Fourthly, the strategy development conditions and the advantages of the contemporary Chinese cultural industry were investigated. Fifthly, the objectives, steps and strategic focus of Chinese cultural development strategy were proposed.The research can contribute to improving the perception of the significance of the development of the culture and its industry, clarifying its achievements and shortcomings, attempting to explore the developing rule, tendency and the focal strategy for the culture industry as well, providing reference to ther culture development related to the policy makers.
