【摘要】 本文着重以太原市警务机制改革为研究对象,深入探讨地方政府治理进程中的警务机制改革问题。本文在对地方政府治理与警务机制的基本理论进行阐释的基础上,重点分析了对太原市警务机制改革进行了全面分析,最后探讨了地方政府治理进程中的太原市警务机制创新发展。本文认为,太原市正在进行的新型警务机制改革,绝不是传统意义上的机构改革,而是信息化条件下的机构全新设置、等级化管理下的人员全面考核、风险机制下的警员全员竞聘、公开透明下的网上全程监督,目的是破解长期以来影响和制约太原市公安工作和公安队伍建设可持续发展的体制性、机制性难题。太原市警务机制改革对于推动公安工作全面、协调、可持续发展,提升地方政府治理水平具有重要的意义。更多还原

【Abstract】 The article emphasis on of the police service reform of Taiyuan and research of police service reform in process of the local government governance.Firstly,the article analysis the theory of local government governance and the police service reform.Secondly, the article analysis the police service reform of Taiyuan.Finally, the article analysis the innovation development of the police service reform of Taiyuan in process of the local government governance. The police service reform of Taiyuan is not the traditional mechanisms of the streamlining, but the information to the conditions of the new settings, the ranks of management personnel overall risk assessment and mechanisms of the total police recruitment, openness and transparency of the internet, the aim is to crack a long and restrictions affected Taiyuan public security work and the development of sustainable development problem.
