农业财政支出与农村人口福利关系的实证研究

【摘要】 在“三农”问题日益成为焦点的今天,农村人口的福利问题显得意义重大,它关系到农村的稳定和相对繁荣,关系到新农村建设的前景,也关系到中国数量极为庞大的农村人口的幸福感。不同于片面追求农村经济的增长和单纯看中农村人均纯收入的增加,我们应该关注农村人口的福利问题,即包括绝对收入的增值也不能忽视影响他们公平感的相对收入,这些都需要国家财政作为主要力量来支持。本文选取了绝对收入和相对收入两个测度指标,用实证分析方法研究国家农业财政支出与农村人口福利的关系,力图找出农村人口福利水平不高的原因,并且基于农业财政支出的角度,阐释了提高我国农村人口福利的政策建议,必须保证农业财政支出总量和相对量稳定增加,优化农业财政支出的结构,大力加大农业科技三项费用的投入,并且做好相关制度保障。
【Abstract】 The significance of rural population’s welfare becomes obvious nowadays with the "three agricultural problems" being social focus. It relates not only to the stability and relative prosperity in rural area, but also to the prospects of new rural reconstruction. Furthermore, it relates to the well-being of rural population. Unlike one-sided pursuit of rural economic growth and augment of net income per capita, we should pay attention to the welfare of the rural population, including absolute income and relative income which bring them justice. These all require national finance to support as the main force. This paper selected the absolute income and relative income as two measures, studied the relationship between budgetary expenditure for agriculture and rural population’s welfare with the method of empirical analysis, Tried to find out the reason why the level of rural population’s welfare is not high, then interpreted the policy suggestions of Improving rural population’s welfare based on the angle of budgetary expenditure for agriculture. We should ensure the amount and relative amounts of budgetary expenditure for agriculture steady increase optimize the structure of budgetary expenditure for agriculture, Increase the three charges of agricultural technology, and consummate the relevant system guarantee.
