【摘要】 互联网日益成为知识传播、商务往来、参政议政等社会生活方方面面不可或缺的手段。信息的公开化和透明化使得外交方式和重点也发生了相应变化,以赢得民心、影响舆论为目标的公共外交成为世界各国外交的新亮点。我国长期对内宣传与对外传播不分,以及媒体国际传播能力有限,致使我国声音在国际社会长期得不到有效表达。这种“被代言”的状态导致国际社会对中国的误解以及中国国家形象的扭曲。随着中国实力的增长和外界对中国的关注,让世界认识一个真实的中国成为迫切需要解决的问题。顺应此趋势,公共外交在中国成为热点词汇,引起政府、学界、媒体和普通百姓的关注。互联网作为跨国信息流通最便捷的渠道,由于成本低廉、传播速度快、表达口语化、传播者去官方背景等诸多优势,而成为公共外交最具潜力的平台。美国将其互联网技术优势和媒体的话语权优势相结合,在全球范围内积极开展互联网公共外交并卓有成效。作为世界两大经济体,中美之间的伙伴与合作关系比以往任何时候都重要,双方也是彼此开展公共外交的重要对象。中国很关注美国的互联网公共外交举动并深感忧虑,屏蔽了Facebook、Twitter等美国著名社交网站,以防中国网民“被公共外交”。但此做法本身又成为美国指责中国互联网管制的把柄,影响中国国家形象也不符合崛起大国的开放角色。中国目前战略上日益重视互联网的公共外交作用,但战术上倾向于投巨资提高官方媒体的国际传播能力。致使中国庞大的互联网用户优势以及积极的网民在线表达,并没有转化成开展互联网公共外交的有利资源。当然,开展互联网公共外交也存在一定风险,日益增多的跨国信息流动加剧了网络泄密和网络恐怖主义发生的几率,对世界各国信息安全形成新的挑战。对于互联网不太发达的国家来说,抵制互联网信息霸权、保卫信息主权成为当务之急。但是,互联网催生的“善”远远大于它制造的“恶”,我们不能因噎废食,积极开展互联网公共外交将成为国际交往的大趋势。更多还原

【Abstract】 Internet has Increasingly become an integral part of the the social life in various aspects, such as to disseminate knowledge, to conclude business dealings, and participate the political decisions. The public and transparency of the information have brought the corresponding changes in the ways and stress of diplomatic communications. Different from the traditional diplomacy, it tends to address the issue quickly and directly and contributes to win the hearts and minds of people.Now it has become the new light of the public diplomacy in the international diplomatic area.Our long-term domestic and foreign media as propaganda are not separate, and the international dissemination of the press is limited so that our voice in the international community cannot be heard for a long time. This state of being represented has led to the misunderstanding and distortions of China’s image in the international community. With the growth of power and foreign concern of China, it becomes a pressing need for the world to know the true china. In this trend, the public diplomacy has become a hot word in China, and has attracted more concern of the government, scholars, the media and ordinary people.The internet as the most convenient source of the global information flow, has the advantages of low cost, fast speed and colloquial expression, transmitters ignoring their official background, which makes it become the most potential method of public diplomacy. the United States has integrated the advantage of internet technology and the media influence and its public diplomacy is fruitful. As the two largest economy, the partners and partnership between the Us and China become more important than ever before.The two sides also see each other as an important subject in the public diplomacy. China is very concerned of the conduct of the public diplomacy in the united states and feels worried about it, so China has taken a screen for facebook and twitter to avoid the chinese netizens being publicized in the public diplomacy. But this practice itself has become the handle of the US to scold China’s Internet control.China has more stressed the strategic importance of the public diplomacy, but in tactical aspect it tends to invest much to improve the official media’s ability of international spread. Consequently, the advantage of huge internet users and netizens’positive online express, did not change into a resource in the development of the public diplomacy. Of course, , there are also some risks in the public diplomacy. The increasing cross-border information flows on the internet and network terrorism create new challenges to the world’s information safety. For countries where the Internet techonoly is not developed, a boycott of the internet supremacy and protect the information have become a priority. However, the sovereignty of the "good" tides far outweighs the "evil", we cannot refuse it, and active public diplomacy of the internet will be an unstoppable trend.更多还原
