【摘要】 为推进落实“新跨越战略”,实现打造“一个中国移动”(One CM)、强化执行力、实现信息对称共享、核算规范统一、提升财务管理水平的宏伟目标,中国移动通信集团在各省、自治区、直辖市公司实施了财务集中管理战略,并构建了报账平台、银企互联、营收稽核等配套的支撑系统。其中基于用友NC的报账平台系统作为移动财务集中化建设的的一项核心内容,上端衔接经营战略,日常控制对接业务执行,与采购计划,合同签署,报账核算等具体业务紧密结合。在财务集中的大背景下,推进移动集团财务管理的信息化建设,实现财务编制规范化,报账审批电子化,预算管理标准化,财务控制和执行信息化是当前财务信息系统的迫切需求。为此,中国移动集团公司于2009年9月全面启动了全面财务报账平台系统的实施项目。本系统是基于用友UFIDA NC ERP系统的内核,以会计科目设置为基础,以便于财务分摊及管理为设计思想,充分考虑到中国移动财务报账管理的业务逻辑和机构设置,以及与各个系统业务的紧密衔接,进行报账模块和流程模块的开发,拥有良好的兼容性和可扩展性。通过项目的实施,中国移动报账平台使中国移动的日常业务通过报账的模式进行了财务统一入口的集中管理,主要涉及到日常方面的费用报销,业务方面的费用报销,资产、资金、工程和其他类的报账申请,以及一些和报账相关的业务功能:审批流程,代办消息通知,额度控制等组成。其中还包括一些合同,预算等的外系统接口。更多还原

【Abstract】 To advance and carry out the "new breakthrough" strategy, realize "a China mobile" (ONE CM), strengthening the execution and to realize information symmetry sharing, accounting standard unified, improve financial management level.the grand goal of China mobile communications group in the provinces, autonomous regions and municipalities company, has implemented financial centralized management strategy, and puts forward the reimbursement platform, argues interconnected, revenue audit and so on necessary support system. Including reimbursement platform as mobile financial centralization construction of a core contents, the top cohesion management strategy, daily control docking business execution, and purchasing plan, sign contracts with specific business accounting, reimbursement combine closely. In the background of financial centralized, advancing mobile group of financial management informationization construction, realizes the financial staffing standardization, reimbursement approval electronicalization, budget management standardization, financial control and execute informatization is the current financial information system is the urgent demand, is also inevitable requirement. Therefore, China mobile group in 2009 September comprehensively launched a comprehensive financial reimbursement management system project implementation.This system is based on use-friend UFIDA NC system kernel, based on accountant course setting, so as to financial allocation and management for the design ideas, full consideration to China mobile financial reimbursement management business logic and institutional setup, as well as each systems business more closely for reimbursement of modules and flow module second development, and it has good compatibility and expansibility.Through the implementation of projects, China mobile reimbursement platform system is mainly based on China mobile’s day-to-day operations, through the reimbursement model of financial centralized management and unified entrance to daily aspects mainly involves the expense, business expense, assets, funds, engineering and other types of reimbursement application, and some and reimbursement of relevant business functions: examination and approval procedure, quota control components.
