城市基础设施投资绩效评价指标体系研究

【摘要】 近几年中央政府和各级地方政府向城市基础设施建设持续投入大量资金,致力于改善城市基础设施条件,以拉动国内经济发展。由于不同城市发展的基础条件有强有弱,发展进程有快有慢,加上国家对区域发展战略定位的差异,不同城市的基础设施水平呈现出显著差距。本文在阅读和整理大量文献的基础上进行了以下研究:本文对相关概念做出了界定,提出绩效评价和后评价的区别,阐述了本文研究中相关的基础理论,并对目前我国城市基础设施建设中的问题进行了说明。借鉴了国内外文献专著中城市基础设施系统相关指标,结合国内基础设施特点,合理划分城市基础设施系统,在提取原有指标的基础上整理、筛选、补充指标,最后建立城市基础设施绩效评价指标体系。利用层次分析法原理设计调查问卷,展开指标体系中两两指标的对比分析,运用超级决策(SD)软件确定指标权重,以国家和地方的统计年鉴数据为基础获取指标分值。本文选取武汉市城市基础设施作为实证分析的研究对象,对2004~2008年度城市基础设施总体投资绩效展开评价,并选取子系统中的城市交通运输系统进行专项评价,针对城市基础设施总体建设水平,选取北京、上海、重庆三市,与武汉市展开了对比分析,为城市基础设施建设计划、投资与实施提供参考借鉴。
【Abstract】 In recent years, the central government has been investing heavily on urban infrastructure projects, aimed to improving the urban infrastructure conditions to boost domestic economic development. Due to the different conditions and process of urban infrastructure, as well as different regional development strategy, many cities infrastructure present different levels.This thesis conducted the following studies based on extensive literature reading: Defining the relevant concepts, proposed the differences between performance evaluation and post evaluation, described the basic theories and the current construction of urban infrastructure problems. Drawing on related indicators of urban infrastructure systems, combining characteristics of domestic infrastructure, dividing urban infrastructure systems reasonably. Finally, established investment performance evaluation index system. Design questionnaire using AHP principles, making comparative analysis between two indicators, determining the index weight by super-decision software, obtaining index score based on national and local statistical yearbook.This thesis selected Wuhan city to be empirical study objection, expanding overall investment performance evaluation from 2004 to 2008. Do specialized urban transportation system evaluation for the subsystem. Select Beijing, Shanghai and Chongqing City to carry out a comparative analysis for the overall construction level, aimed to provide reference for urban infrastructure planning, investment and implementation.
