【摘要】 城乡统筹不仅是城乡关系发展的必然趋势,也是城乡发展的全新思路和方针。一直以来,海南“三农”问题与“城乡二元结构”便是制约经济、社会发展的痼疾,严重削弱了旅游开发的整体效益和在国际上的竞争力。基于此,本文试图分析旅游产业在城乡统筹中的作用机制,并对海南东线滨海旅游地区发展的现状问题解读,并制定合理的城乡统筹分区发展策略,以期有助于提高海南东线滨海地区的城乡统筹水平,实现国际旅游岛建设的远景目标。本文选取海南东线滨海地区7个市、县为研究对象,在详细分析旅游资源分布、旅游发展现状,产业发展趋势的基础上,采用定量研究,划分城乡统筹的聚类,并根据各聚类的特征提出有针对性的城乡统筹策略。本研究重点在以下几方面进行了创新性的探索:第一,通过相关理论的梳理和案例研究,回答了旅游业在城乡统筹中的作用机制。从海南东线滨海地区的旅游业发展概况中,总结出旅游业是该地区经济发展的主要动力,但产生了诸如城乡产业分离、空间分异、社会差距拉大、基础设施建设脱节等问题。因此,本文认为单一发展旅游业不利于推动滨海旅游地区全域发展,实现该地区发展的关键在于统筹产业、空间、社会和设施,旅游业应当成为城乡统筹的主要驱动力而非唯一驱动力。第二,本文运用定量分析和实证分析,把握海南省在经济、社会发展方面与中部、东部的差异。并从城镇发展、乡村发展、城乡协调发展三个角度,结合24个指标因子,综合评定海南全省的城乡统筹度,得出以下结论:海南的城乡统筹发展不能简单类比国内的东部、中部地区,不能简单套用发达地区的策略措施;省内旅游县市的城乡统筹度高于工业县市和农业县市;省内的城乡统筹度呈现东高西低,滨海高、内陆低的空间分布特征;经济发展水平是拉动低统筹度地区发展的关键因子;海南东线滨海地区内部也存在着城乡统筹的差异,旅游发展水平直接影响城乡统筹水平。第三,根据不同地区的城乡统筹水平和基本特征,本文从产业、空间、公共设施、保障政策四个方面,提出海南东线滨海地区的城乡统筹分区策略。主要包括:在产业方面,主张形成绿色经济体系、带形产业分区、产业集群,并提出了以市、县为单元的城乡统筹产业总体布局策略;在空间方面,主张形成集约型网络结构、生态导向的城乡空间拓展方式、多因子评价的土地利用、空间重组的新农村建设模式;在公共设施方面,主张形成网络化的综合交通体系和市政基础设施体系,并实现基本公共服务设施均等化;在政策保障方面,主张建立完善的土地政策、户籍政策、金融财税政策和社会保障政策。更多还原

【Abstract】 Urban and rural integration is not only an inevitable trend, but also the new mentality and policy for urban and rural development. It’s believed that the problems of three dimensional rural issues–“Agriculture, Rural areas, Peasantry”and the urban-rural dualistic structure, constrain economic and social development, undermine the overall effectiveness of tourism development and weaken international competitiveness. This article attempts to investigate the tourism industry’s mechanism role in the urban and rural integration, to analyze the status of urban and rural development issues, to develop a reasonable strategy for urban and rural integration development, to improve the level of urban and rural integration in coastal tourist areas, and to achieve the aim of constructing international traveling island.This paper selected seven eastern coastal districts in Hainan for study. Based on quantitative analysis on the distribution of tourism resources, tourism development status, and industry trends, the paper divide the studying area into different clustering by characteristics, and propose adopted strategy for urban and rural integration.This study focused on the following aspects of the innovative exploration: First, through the analysis of relevant theories and case studies, this study figures out the mechanism of tourism in urban and rural areas integration. Then after getting an insight into the profiles of the eastern coastal tourist areas in Hunan province,, it reaches a conclusion that the tourism industry as the main driver of economic development, however, has caused industrial separation, spatial disparity, aggravated social gap, disconnection of infrastructure construction and the like, between urban and rural areas. Therefore, this article argues that putting undue stress on tourism development is not conducive to realize the development over the region, while integration shall be the key to solve the above said problems. In other words, tourism industry is the main but not the only driving force.Second, this article, by the quantitative analysis and empirical analysis, compares Hainan Province with central and eastern regions to find out the difference in aspect of economical and social development. And from three angles, the cities development, the village development and the city and countryside coordinated development, it unifies 24 index factors to evaluates the level of the development of urban and rural integration synthetically, and draws the following conclusion: Hainan’s urban and rural integration is a simple analogy with eastern and central regions in China, and strategies and measures of the developed regions do not work. The level of urban and rural integration in tourism region is better than industry and agriculture region, eastern region is better than western region, and coastal region is better than inland region. Economic development is the key factor to advance the development of low-level region. Within the eastern coastal areas of Hainan, there are internal differences among regions.Third, depending on the level of integration and basic features, this article, from the 4 aspects of industry, space, public facilities, security policies, proposed urban and rural integration strategy for eastern coastal areas of Hainan, including: as to industries, establishment of green economic system, linear industry region, industry cluster, and a proposal of the industry development strategy for urban and rural integration; as to space, formation of intensive network structure, instruction of apace expansion from ecological, land-use by multi-factor evaluation, and restructuring of the rural area; as to public facilities, foundation of composite traffic network system and public facilities equalization; as to policy guarantee, improvement of perfection land policies, registration policies, finance and taxation policies, social security policies.更多还原
