水电工程建设中特种设备安全管理系统的设计与实现

【摘要】 在三峡工程及长江上游正在开发的一大批水电站工程建设过程中,特种设备发挥了至关重要的作用,同时特种设备的安全管理工作事关人身安全和企业稳定发展,为了解决水电工程建设和电力生产中所遇到的设备安全问题,提高施工、运行阶段安全管理效率和科学性,本文就特种设备安全管理信息系统和特种设备安全等级评价进行研究,对水利水电工程建设过程中特种设备进行分层分级信息化安全管理,充分提高安全管理动态监控的实时性和可靠性。本文重点研究了特种设备安全管理系统的需求分析阶段和系统的设计与实现阶段。首先结合国家法律法规和企业规章制度分析了三峡集团公司的特种设备安全管理业务需求,选择了特种设备安全管理系统实现的关键技术。随后介绍了系统的总体功能设计、数据库设计、系统后台代码及界面实现、系统安全性分析,并通过视图简要介绍了系统应用实施效果。本文在特种设备安全管理系统建设的基础上,建立了基于使用过程中的特种设备安全等级评价指标体系,重点研究了评价指标隶属评价矩阵的定量计算方法,结合特种设备故障熵原理及其安全风险的“浴盆曲线”规律,提出了一种单因素评价指标隶属向量值的定量计算方法,获得隶属评价矩阵,并最终获得安全评价结果,从而为管理者分层分级安全管理提供及时准确的决策支持依据。
【Abstract】 The special equipment played a crucial role in the construction process of the Three Gorges project and under development of large number of hydropower projects over upper reaches of Yangtze River, while special equipments’security management is related to people and property security and stable development of enterprises, in order to solve security problems in face of hydropower project construction and electricity production, and improve the efficiency and science of security management in the period of construction and operation, this article makes some research on the MIS and evaluation of security level for special equipment to fully enhance the real-time and reliability for dynamic monitoring of special equipment security management.This paper mainly focuses on the requirement analysis phase and the design and implementation phase of the special equipment safety management system. Firstly, combined with the national laws and regulations and the business regulations, the business rules of special equipment Security Management in the Three Gorges Corporation are analyzed. The key technology of the special equipment safety management system is selected. And then the overall functionality design, database design, system code and interface implementation, system security analysis of this system are introduced. And finally the system application results is introduced by views.Based on the construction of special equipment security management system, the security level evaluation indexes system is established. And the analysis of the quantitative calculation method for the attached evaluation matrix is focused. a quantitative calculate way for the single factor attached evaluation index value is put forward combined with security risk“bathtub curve”rule and theory of security risk to obtain attached evaluation matrix. And ultimately calculate the security evaluation conclusion, so as to provide timely and accurate decision support basis for the managers to implement security management at different levels.
