【摘要】 随着经济改革的进一步深入,利益分配格局与改革之前已有了较大的变化,贫富差距被进一步拉大。由于缺少正常的利益表达机制和利益救济制度,很多弱势群体成了改革和利益分配的“牺牲品”,而随着人们维权和权利意识的觉醒和增加,各种群体性事件不断在各地暴发。尤其是“非直接利益冲突”的出现,其特有的参与人数多、现场控制困难、暴力程度强等特点,使其成为威胁社会稳定与和谐的最突出的问题之一。本文紧紧围绕“非直接利益冲突”的阻隔机制,通过文献检索和分析法,比较分析了国内外相关的理论成果,根据近几年的“非直接利益冲突”案例总结了“非直接利益冲突”的定义、特征和本质。指出了“非直接利益冲突”本质上是人们的不满情绪经过一段时间积累后的突然暴发。随后以近几年发生的“石首事件”为例,描述了整个事件的发生过程,在此基础上深入分析了其泛化的过程,主要是一种愤怒情绪积累、唤起、激发和暴发的过程;并指出了制度不完善是其发生的根本原因,群体心理的泛化是其发生的诱发因素。文章通过对“直接利益冲突”向“非直接利益冲突”现场阻隔机制的研究,将现场的情况进行等级分类,并根据不同的等级类别采取相应的措施,为公安机关、政府现场处置冲突,避免冲突的进一步升级提供建议。这是本文主要的创新之处,也是一种在突发状况下,无可奈何的“堵”的办法,但是治水不仅要靠堵,更要强调疏,要从源头上寻找问题的根源和解决的办法。所以本文随后又提出了安全阀制度的建设,通过各种制度的完善减少人们怨气的产生,帮助人们发泄心中的不满。更多还原

【Abstract】 With the deepening of economic reform, the pattern of interest distribution has greatly changed, and the gap between rich and poor has further widened. Because of the imperfect mechanism of interest expression and interest relief, many disadvantaged minorities become the sacrifice of the reform and interest distribution. With the awakening and reinforcing of people’s awareness of right protection, more and more group accidents are occurring all over the nation. "Non-direct-interest Conflict", which is particularly large-scaled, uncontrollable and violent, is becoming one of the biggest threats to the stability and harmony of society.This paper will focus on the obstruction mechanism of "Non-direct-interest Conflict", through document retrieval and analytical method, compare the research results from home and abroad, and give the definition, features and essence of "Non-direct-interest Conflict" according to some relevant cases happened during recent years. It will point out that "Non-direct-interest Conflict" is intrinsically an outbreak of the accumulation of people’s dissatisfaction. Afterwards it will take the "Shishou Incident" as an example, detailing the whole incident and giving a further analysis of its generalization process—a process of the accumulation, awakening, arousing and outbreak of people’s anger; it will also point out that the fundamental cause of such incidents is the imperfection of systems, while the inducing factor is the generalization of the mass mind.Through the research on the on-scene obstruction mechanism of "Direct-interest Conflict" and "Non-direct-interest Conflict", this paper will classify the locales of these incidents and put forward different countermeasures according to different levels, offering practical suggestions to the police and government for controlling the conflicts. This is the innovation of this paper, but it is still concerned with the incident that has happened. "An ounce of prevention is worth a pound of cure". We should seek the sources of problems and find the solutions. Thereupon this paper also puts forward the construction of "safety valve system", which means to decrease people’s dissatisfaction and help them to give vent to their anger by improving relevant systems.更多还原
