【摘要】 工程总承包是指从事工程总承包的企业受业主的委托,按照合同约定对工程项目的勘察、设计、采购、施工、试运行等实行全过程或若干阶段的承包,这种模式在国际上已经成为工程承发包管理的主要实施模式。目前,我国正在推广工程总承包,相关的研究和应用越来越多,但对像中央国家机关建设项目那样的政府投资房屋建筑工程的应用研究还不多。对于长期困扰中央国家机关建设项目的管理混乱、投资失控等顽疾,工程总承包具有制度和实践上的优势。本文主要通过文献阅读与综述、访谈、调研、逻辑分析和案例分析的研究方法,借鉴国际先进的工程总承包管理模式,在我国现行建设管理体制的框架内,结合中央国家机关建设项目的特点,设计工程总承包模式方案并研究提出工程总承包招标的特征、程序、办法以及合同条件,使工程总承包模式与中央国家机关建设项目有机结合。本文首先通过分析工程总承包模式和“代建制”对解决中央国家机关建设项目管理问题的不同效用,明确中央国家机关建设项目实行工程总承包的必要性;通过对两种主要工程总承包模式的差异性分析,选择中央国家机关建设项目的工程总承包模式,并进一步明确工程总承包的承包范围和合同结构体系;基于中央国家机关建设项目工程总承包模式,结合现行招标投标管理体制,研究提出模拟工程量清单招标的方式解决招标体制障碍,并经对比研究推荐综合定量评标法作为工程总承包的评标办法。同时,根据国际先进的工程总承包合同条件和国内现行的施工承包合同范本,进一步提出中央国家机关建设项目工程总承包的主要合同条件。最后,本文的主要研究成果在某中央国家机关高级干部集中公寓项目工程总承包试点中应用,对本文设计的工程总承包模式进行有效性验证。更多还原

【Abstract】 General engineering contracting refers to the contract of the whole process or stages of the exploration, design, purchase, execution, trial run (completion and acceptance inspection) etc. of an engineering project by the enterprises dealing with general engineering contracting commissioned by the employer in accordance with contract agreements. The mode has become the main one of construction contract and sub-contract management. At the moment, our country is making efforts to popularize general engineering contracting. And there are more and more related research and application. However, there’s little application study on government’s investing in house construction like the construction project of central government authorities.In respect of the stubborn problems which have been obsessing central government authorities’construction project such as the improper management and the loss of control of investment, general engineering contracting enjoys advantages in terms of system and practice. With the method of literature reading and review, interview, investigation, logical analysis and case analysis, this dissertation designs, borrowing the international advanced management mode of general engineering contracting and within the framework of our contemporary management system of construction, a program of the general engineering contracting mode and tries to raise the features, procedure, method as well as contract conditions of the general engineering contracting tender in order to combine the general engineering contracting mode and the construction project of central government authority.The dissertation focuses on defining the necessity of the implementation of general engineering contracting in the construction project of central government authority by analyzing the different effects of general engineering contracting mode and“agent construction system”in solving the management problem of the construction project of central government authority; choosing the general engineering contracting mode of construction project of central government authority and making contract range and contract structure system of general engineering contracting clear by means of the difference analysis of these two main modes of the general engineering contracting; coming up with, based on the mode of general engineering contracting of central government authority in construction project and combining the management system of current tender as well as invitation of tender, a method of solving the tender system barrier through imitating the tender mode of engineering quantity detailed list and recommending, via comparative study, the comprehensive quantum bid evaluation method as the bid evaluation method of general engineering contracting; meanwhile, according to the international advanced contract conditions of general engineering contracting and the current domestic contract forms of work implementation contracting, coming up with the main contract conditions of general engineering contracting of central government authority in construction project.At first, the study will be applied to the pilot project of general engineering contracting of some central apartment of advanced officials of central government authorities in order to test the effectiveness of general engineering contracting mode designed in this dissertation.更多还原
