基于平衡计分卡的高校绩效管理研究

【摘要】 平衡计分卡自提出以来,已被广泛地应用于营利组织中并获得了巨大的成功,因而被称为最具影响力的管理理念之一。近年来平衡计分卡在非营利组织包括高等学校中也日益得到广泛应用,而大获推崇。在国内,虽然对平衡计分卡应用于高等学校绩效管理的实例还非常少,但对这方面的研究却十分活跃。在国家发布的《国家中长期教育改革和发展规划纲要》(2010-2020年)中,对未来10年教育改革和发展绘就了蓝图,指明了改革发展的方向,明确提出要完善中国特色现代大学制度,大力支持建设一批世界一流大学的背景下,本文选取了致力于创建“世界一流农业大学”的N大学为例,来研究将平衡计分卡应用于N大学绩效管理问题,是为了契合《国家中长期教育改革和发展规划纲要》中要加强对高等学校进行绩效管理的要求,对N大学乃至其它高等学校改善办学绩效,实现发展目标提供些许帮助和借鉴。本文研究共分为六个章节展开,其主要内容如下:第一章:绪论。包括研究背景,研究目的与思路,研究方法及本文的可能创新之处。第二章:绩效管理相关理论基础。对绩效和绩效管理概念进行了界定,对绩效管理系统、作用进行了阐述,分析了绩效管理的主要方法各自的优点与不足,并阐述了绩效管理与绩效考核之间的关系。第三章:N大学管理现状分析。对N大学的基本情况及运行模式进行介绍,对其现行管理方式进行了整理和分析,重点分析了N大学现行管理方式存在的主要问题。第四章:N大学基于平衡记分卡的绩效管理模型及实施。对平衡计分卡的理论发展进程、构成要素、基本内容框架整理分析后,依据平衡计分卡理论和基本思想,结合N大学管理现状,对N大学引入平衡计分卡的必要性和可行性进行了研究。在论证了N大学有必要也适用引入平衡计分卡的基础上,构建了N大学基于平衡计分卡的绩效管理模型并提出了N大学实施平衡计分卡绩效管理的基本步骤。第五章:N大学平衡计分卡体系构建。对N大学的发展战略进行了分析,并在此基础上构建了N大学平衡计分卡,N大学学院以及教师层面的平衡计分卡。第六章:研究结论与建议。本章总结提出了本文研究的三个结论,并针对N大学实施平衡计分卡绩效管理提出了三个建议。
【Abstract】 Since the Balance Score Card was proposed, the concept has been universally applied to the profit organizations, and gained considerable achievements; thus it is regarded as the most influential management philosophy. In recent years, the Balance Score Card has been extensively utilized in nonprofit organization , as well. Interiorly, though seldom do the cases of Performance Management Based on The Balance Score Card exist in colleges and universities, the research in this arena has been active. According to the national compendium“Education Revolution and Development Project in Medium or Long term”(2010-2020), it draws the blueprint of ten years’educational revolution and puts forward the improvements of Modern College System to establish the world class universities. Present essay aims to take university N as example, which devotes into establishing world class agricultural university, to analyze University Performance Management Based on The Balance Score Card. It meets the needs of emphasizing performance management in universities and offers assistances to reach the target. This essay includes six chapters:ChapterⅠ: Preface: analysis of backdrop and motivation; objective of study and thread: research approach; structural arrangement and innovations.ChapterⅡ: Correlation Theory of Performance Management: definition of Performance and Performance Management; statement of Performance Management system and function; analysis of advantages and limitations of methods in Performance Management.ChapterⅢ: The Status Analysis of University N Management: introduction of basic information and operational mode in university N; finish analysis of its current supervisor mode and existing issues.ChapterⅣ: The Mode and Implement of University Performance Management Based on The Balance Score Card: finish analysis of the theory, components and outline of balanced scorecard; research in necessity and feasibility of inducting balanced scorecard; establishment of the mode based on Performance Management; proposal of series steps in implement of Performance Management Based on The Balance Score CardChapterⅤ: System Construction of Balanced Scorecard: analysis of development strategies of university N; construction of the balanced scorecard of faculties and instructors.. ChapterⅣ: Research Conclusion and Recommendation: summary of three conclusions; proposals of three recommendations.
