【摘要】 价格是国民经济运行状况的情雨表。近年来,社会通胀预期增强、各类不实信息广泛传播、涉及国计民生的垄断性公用事业产品的“价格听证会”也都是逢听必“涨”,这些绝不是一个简单的经济问题,也不是单纯的产品供应问题,而是关系到经济社会发展全局,影响到社会稳定和人民生活安定的大事。这些都使我意识到,对垄断性公用事业的价格成本监审管理研究具有重要的现实意义,同时也面临着很多的问题和困惑。本文的写作就是为了对垄断性公用事业进行剖析,从成本角度寻找对策措施,以达到长效管理保障这一需求。本文首先介绍了垄断性公用事业的概念和特点,并对公用事业成本持续高涨的原因进行了剖析,指出了垄断性公用事业价格成本监审管理的现状和缺陷;然后研究了价格成本理论和成本监审理论,描述了价格成本监审的发展历程,并重点阐述了我国垄断性公用事业中水资源的价格改革与管理。其次,本文以常州自来水为例,对垄断性公用事业价格成本监审进行了案例研究。在简要分析常州的基本情况后,详细对常州自来水价格管理进行了介绍,包括了自来水基本情况,水价管理方式,水价成本监审情况,水价管理的现存问题及对水价管理的建议。最后,根据我国垄断性公用事业成本监审存在的问题,结合常州自来水价格管理的案例研究,加上对国外垄断性公用事业价格监管模式先进经验的借鉴,完善了对垄断性公用事业价格管理的思路,提出了相关的解决办法和对策,建立起对垄断性公用事业成本监审的长效保障机制。垄断性公用事业价格成本监审实际上就是体现了政府关于价格的公正公开,是一个社会在事关公众事务的决策上日趋文明的标志,更是中国社会迈向进步的一种可贵实践。更多还原

【Abstract】 Price is the most important evaluation index of the operation status of national economy. In present years, the increased inflation, wildly-spread unproved information, almost all the monopolized communal products price increased after the public hearing. It’s not only a simple economy problem, it’s not only a simple food supply problem, it’s related to overall development of the society and economy, it has become an great event that influenced the stability of the society and the settlement life of the people. It’s the most important reason for the author to research the cost supervision and examination. The thesis will present the analysis deeply on the monopolized public utilities, and try to find the measures from view of cost and structure a long-term effective management. Firstly, the thesis gives an introduction on the concept and features of the monopolized public utilities, then analyzes the continuous increase reasons on cost monopolized public utilities and points out the present status and limitation of public price cost supervision management. Then it studies on the related theories about price cost and describes the development of the price cost supervision and examination. It emphasizes on the practical significance and expounds the monopolistic utilities in the price of water resources in the reform and management.Secondly, this thesis makes an empirical research on Changzhou tap water. After a brief introduction of Changzhou city, the thesis puts more emphasis on the tap water price management of Changhou, the contents include basic information of tap water, price management mode, tap water price supervision condition, the present existing problem and the suggestions on the water price management.Lastly, according to the existing problem on the cost supervision on monopolized public utilities, and integrated the empirical research on Changzhou tap water price management, plus utility prices for foreign would-be advanced experience of regulatory model for reference, it is finally consummated the thought on monopolize public utilities and proposed corresponding measures and structured the long-term effective guarantee institution.Price cost supervision and examination on the monopolized public utilities really embodies the attitude of being fare and open of our government.
