【摘要】 在国内外的政策实践中,公共政策执行偏差的问题普遍存在。由于体制转轨和社会转型等方面的原因,当前我国这一问题显得尤为严重。政策在执行过程中出现偏差,不但会直接影响政策问题的解决,导致预定政策目标落空,而且会损害政府形象,削弱政府权威和公信力。在当前我国改革发展进入重要时期和建设社会主义和谐社会的新形势下,研究解决我国的政策执行偏差问题,无疑是一个十分重要、十分紧迫的重大现实问题。本文在国内外政策执行相关理论和我国现行政治运行制度的基础上对我国政策执行中的偏差现象进行研究,结合中国政策执行实践,分析了政策执行偏差的概念、现状、表现、危害,从制度、利益、文化和主体能力四个角度探讨了导致政策执行偏差的原因,在此基础上,最后从科学合理的制定政策、优化政策执行主体、优化公共政策执行机制、构建合理的政府行政体系平衡利益以及培育积极的政府行政文化五个方面提出建设性的意见和建议。论文分成四个章节。第一章为绪论,提出问题,阐述研究的背景、研究的意义、研究的方法、研究思路和文献综述。第二章阐述公共政策执行偏差的概念特征、类型和危害。第三章通过案例分析了公共政策执行偏差的现状,并在此基础上多角度分析其成因。第四章就如何防治我国公共政策执行偏差进行探讨,从科学合理的制定政策、优化政策执行主体、优化公共政策执行机制、构建合理的政府行政体系平衡利益以及培育积极的政府行政文化五个方面提出建设性的意见和建议。更多还原

【Abstract】 Policy practice at home and abroad, public policy implementation discrepancies in common. Because of institutional transition and social transformation and other reasons, the current problem is particularly serious in China. Policy deviation in the implementation process will not only directly affect the policy issues resolved, the policy led to defeat the purpose intended and will damage the government’s image, undermine government authority and credibility. In the current critical period of reform and development, and building a socialist harmonious society under the new situation, study and solve the problem of policy implementation bias is undoubtedly a very important and very urgent and important practical problems.In this paper, the theory and implementation of domestic and foreign policies of the current political system based on the running of the deviation in policy implementation to study the phenomenon, combined with China’s practice of policy implementation, analysis of the concept of policy implementation bias, status, performance, hazards, from the system , interests, culture and perspective of the main capabilities that led to the four reasons for the deviation policy implementation, on this basis, the last from a scientific and rational policy formulation, policy implementation of the main optimization, optimal public policy enforcement mechanisms, establish a reasonable balance between the government administrative system interests and foster a positive culture of the five aspects of government administration to make constructive comments and suggestions. Thesis is divided into four chapters.The first chapter is an introduction, ask questions, describes the background, the significance of research, research methods, research ideas and literature review.The second chapter describes the concept of public policy implementation bias characteristics, types and hazards.The third chapter case studies of the status quo bias of public policy implementation, and on this basis, multi-angle analysis of its causes.Chapter IV on how to prevent deviation of the implementation of public policies, from a scientific and rational policy formulation, policy implementation of the main optimization, optimization of public policy implementation mechanism, establish a reasonable balance between the interests of the government administrative system, and fostering a positive culture of the five aspects of government administration constructive comments and suggestions.更多还原
