【副题名】以苏州综保区和武汉东西湖区保税物流中心为例

【摘要】 我国沿海地带海关特殊监管区域和场所在改善贸易和投资软环境,扩大招商引资,促进所在区域经济发展方面发挥了较大的作用,成为了带动所在城市和腹地开放型经济的新的增长点。近年来,国家新批准设立了多个保税物流中心,除了沿海沿江港口城市之外,还增加了武汉、西安、成都、长沙等内陆城市。如何在沿海产业转移的大背景下,审时度势的抓住机遇,利用内陆保税区推动中国内陆经济的发展,就具有很强的现实意义。本文首先分别运用关税理论、增长极理论和产业集群理论为保税区的成立、保税区对区域经济的促进作用、保税区对区域经济的作用机理和路径提供理论支撑。然后通过对我国保税监管区域的类别和分布作出说明,引出本文的研究对象——内陆保税区,接着通过对我国高新技术产业集群的区域分布特点间接说明我国政府主导型产业集群的区域分布特点,指出海关特殊监管区域的分布比例和政府主导型产业集群的区域分布比例是基本趋同的,政府主导型产业集群引致了对海关监管特殊区域的业务需求,而海关特殊监管区域又促进了政府主导型产业集群的发展。为了研究内陆保税区如何促进内陆经济发展,选取了典型的内陆保税区——苏州综保区作为实证研究对象,得出苏州综保区作为一个节点对苏州工业园区产业集群的发展作出了贡献,进而推动了区域经济的发展。最后回到武汉东西湖区保税物流中心上,在以上理论和实证的基础上,对武汉保税物流中心作出SWOT分析,继而明确其在区域经济发展过程中的功能定位,并对武汉保税物流中心如何促进区域产业集群和区域经济发展提出一些建议。本文的目的在于说明:内陆保税区要促进内陆经济的发展,关键在于内陆保税区要作为内陆产业集群的一个节点,通过内陆保税区来促进内陆地区产业集群的发展壮大,进而促进区域经济的发展。更多还原

【Abstract】 A number of areas Customs controlled have been approved in the southeast coastal areas of China, which improve the soft environment of trade and investment, expand the scale of investment and promote regional economy. It has played a role as a growth pole which brings about economic growth of the city and hinterland. Recently several new bonded logistics centers were approved. In addition to the coastal port cities, the locations include many inland cities such as Wuhan, Xi’an, Chengdu and Changsha. So how to use the inland bonded centers to promote the inland economy has a strong practical meaning in the background of the industry transfer.Firstly, this article apply the theory of tariff to explain the reason of the establishment of Free Trade Zone, use the theory of growth pole and industrial clusters to explain the mechanism and route of inland economic effect of the bonded areas. Then make an explanation of the type and distribution of bonded areas, which leads to the object of this paper --- inland Free Trade Zone. Then indirectly explain the distribution of the government dominated industrial clusters by the high-tech industrial clusters, then point out that the regional distribution proportion of the special customs supervision areas is same with the regional distribution proportion of government dominated industrial clusters. The government dominated industrial clusters bring about the business need of the customs supervision areas, while the customs supervision areas promote the development of industrial clusters. In order to study how to promote inland economy by inland bonded area, select a typical inland bonded area--- Suzhou FTZ, conclude that Suzhou FTZ promote regional economy as a node on the industry cluster of Suzhou Industrial Park. Then the article return to Wuhan bonded logistics center .In the basis of above theory and empirical survey , make a SWOT analysis of Wuhan bonded logistics center, which specify its functional position in regional economic development and offer some suggestions how to promote regional industrial clusters and regional economic development by Wuhan bonded logistics center.The purpose of this article: inland Free Trade Zone should act as a node on the industry cluster to promote the economic development of inland.更多还原
