【摘要】 世界工业化的发展使征服自然的文化达到极致;一系列全球性生态危机说明地球再没能力支持工业文明的继续发展。需要开创一个新的文明形态来延续人类的生存,这就是生态文明.2007年党的十七大报告明确提出:“要建设生态文明,基本形成节约能源资源和保护生态环境的产业结构、增长方式、消费模式”。倡导生态文明建设,发展循环经济,建设生态工业园,是保护生态环境、实现可持续发展的最佳途径。研究在现有条件下,使重庆传统工业园向生态工业园方向发展,不仅可以保护重庆脆弱的生态环境,而且也是促进重庆工业经济、技术、管理发展和提高经济生态效益的重要途径。目前国内对生态工业园的研究和实践经验都还欠成熟,重庆更是比较落后,所以亟需学习国内外的先进经验和技术,认清自身发展现状,总结存在的各种问题,进而针对重庆的具体情况探讨发展生态工业园的可行对策,促进生态工业园的健康发展。本文首先总结国内外生态工业园的理论研究和实践发展现状为重庆生态工业园的发展提供借鉴;接着通过详细分析重庆现有工业园的政策法规、建设规模、地域和产业布局等现状,认为重庆目前还没有真正意义上的生态工业园,并发现重庆生态工业园建设中存在规划不周、环保认识不够、技术欠缺、生态链建设不足等问题;进而提出应在政府主导和推动下,通过完善政策法规、合理规划建设、构建完整生态产业链、增强园区管理服务和扩大对外交流等措施,积极推进重庆生态工业园的发展。更多还原

【Abstract】 The development of the world industrialization makes the culture to conquest of nature achieve the degree of ultimate. A series of global ecological crisis tell us that the Earth has no greater capacity to support the continued development of industrial civilization. It’s time to create a new form of civilization to continue the survival of mankind, and this is the ecological civilization. The report of the Seventeenth Party Congress in 2007 clearly stated that we need to build the society of ecological civilization, and construct an energy- and resource-efficient and environment-friendly structure of industries, pattern of growth and mode of consumption. Promoting ecological civilization construction, development of circular economy and build eco-industrial park, is the best way to protect the ecological environment and achieve sustainable development. Research how to make the development direction of traditional industrial parks shifts to the development direction of eco-industrial parks in Chongqing, based on the existing conditions. This not only can protect the fragile ecological environment in Chongqing, but also is an important way to promote the level of industrial economy, technology and management in Chongqing.The domestic research and practice experience on eco-industrial park is immature, it is much laggard in Chongqing. So we need to learn advanced experience and technologies from foreign areas, and recognize our situations well, then summed up our problems. At last, we should probe the viable countermeasures to develop Chongqing’s eco-industrial parks well to the question, and promote the eco-industrial park development.The paper summarizes the theories and practice experience of the domestic and foreign eco-industrial park for the first. Followed is detailed analysis of policies and regulations, building size, geographical and industrial distribution, of the existing industrial parks in Chongqing. Then we find that there are some problems of our construction industrial parks, such as poor planning, insufficient understanding of environmental, technical deficiencies and lack of ecological chain construction, and so on. Finally, we propose that we should to be led and promoted by the government,through the measures such as the improvement of policies and regulations, reasonable planning and construction, building a complete ecological industrial chain, and enhance park management services and expand foreign exchanges and so on, to actively promote the development of eco-industrial parks in Chongqing.更多还原
