【摘要】 随着社会经济的发展,科学技术突飞猛进,技术标准越来越被人们所关注。无论是对于技术本身,还是经济贸易,技术标准的作用均举足轻重。国际间的经济竞争、企业间的竞争在很大程度上表现为技术标准竞争,尤其是国际标准已成为国际贸易游戏规则的一部分和产品质量仲裁的准则,更加使得许多国家千方百计地在国际技术标准化活动中争取主动权、发言权,并竭力在国际标准中反映本国要求,体现本国利益。长沙市技术标准化战略工作在实施过程中虽然取得了一定的成绩,但是仍然存在相当的问题,在国民经济持续增长特定阶段,重新面临竞争力优势的问题,所以完善建立在科技和经验的综合成果基础上的技术标准化战略显然极其重要,它是实现长沙经济可持续发展战略的一个重要组成部分。为加快产品在国际市场上竞争力的步伐,推动制造业走出国门、突破技术壁垒、争夺高科技市场,必须加快夯实技术标准的基础性建设,完善法律体系,改革标准化工作机制,畅通标准化创新渠道,努力提升技术标准水平,建立层次分明、重点突出的技术标准体系,加大农业和服务业技术标准化建设,大力培养技术标准化人才,完善健全技术标准化激励和投入机制。论文以公共管理理论为视角,首先从基本的概念出发,通过长沙市技术标准化的发展历程总结出我市未来技术标准化工作的现实要求,提出了我市技术标准化战略的总体目标和具体规划,在此基础上,通过总结战略取得的成就、归纳战略实施过程中的问题和剖析问题的成因,借鉴不同时期发达国家和我国先进地区的技术标准化工作的模式,最后提出了我市技术标准化战略的完善对策。更多还原

【Abstract】 With the development of society and economy and the fleet progress of science and technology, more and more atentions have been paid to technique standards. The function of technique standards was important whatever to economic trade or to technique itself. The competitions among countries or enterprises, to a large sense, are manifested as technique standards competitions, especialy when international standards have become a part of thegame rules for the world trade and guidelines for products quality arbitration, more and more countries endeavour to gain more says in international standards events and embody their requirements and interests in the standards. This paper -conducted research on technology standardizations of our city with strategic management angle particularly.Though the work of the technical standardization in Changsha city has witnessed great changes, there still exist some problems. On the specific stage of continuous economy growth we are now facing the problem of maintaining competitive edges, which makes it evidently important to perfect the technical standardization established on the basis of synthetic output of scientific technology and experience and is also an important part in carrying out the strategy of Changsha’s sustainable economic development. According to this, a speedup in competing in our products promotion in international markets and propelling our manufacturing industry, breaking out of the technical barrier and scrambling for high-tech markets are unavoidably necessary and we must ram a solid base of our technical levels, institutionalized our law system, innovate our working mechanism, dig an unimpeded channel of standardization and strive to improve its levels to build up a standardization system with a distinct gradation and striking key points. And, what’s more, we must strengthen the enhancement of our standardization construction in agriculture and service industries and the cultivation of talents in this field and perfect the competition mechanism and its investment.In this paper, the theory of public management perspective, first of all, starts from the basic concepts, through the investigation of technical standardization work in Changsha City of the current situation and analysis of the reasons, from different times and developed areas of China’s advanced technology standardization model, focusing on analysis of the city of the future technology trends in the demand for standardization work, and finally put forward a strategy for the city to improve the standardization of technical countermeasures.This essay, through reviewing the development in the technical standardization in Changsha city, sums up its immediate requirements and advances our overall targets and practical plans of our strategies, on the basis of which it puts forward the complete countermeasures by summarizing our experience in our accomplishments, drawing from the problems we confront in implementing our strategies and analyzing their causes, and using the experience both of other countries and of the developed areas of China for reference.更多还原
