【摘要】 我国是一个农业大国,要建设中国特色社会主义事业,首先要解决好农业、农村、农民问题。社会主义新农村建设,人才是关键。大学生是党和国家的宝贵人才资源,是建设社会主义新农村的生力军。选聘高校毕业生到村任职,是贯彻落实科学发展观、全面建设小康社会的一项重大举措,对于推进社会主义新农村建设,为党和国家培养经过基层锻炼、具有深厚群众基础的后备干部,夯实党在农村的执政基础都有着重大而深远的意义。本文主要分为五个章节。第一章是绪论,主要说明了论文选题背景和研究意义,论述了建设社会主义新农村是各地方推行大学生村官政策的主要背景,并阐述了大学生村官工作从地方试验阶段发展到全国范围内推广的发展历程。介绍了论文的主要内容及研究方法,评述了论文的创新之处;第二章是关于大学生村官政策的相关理论与政策。主要以社会主义新农村建设为政策背景,以科学发展观为理论背景,研究了大学生村官工作的实施与新农村建设和科学发展观之间的联系;第三章是大学生村官工作的现实意义与重要作用;第四章主要分析了大学生村官在农村工作中面临的困境,如大学生村官身份尴尬,在农村工作难以开展,以及大学生村官未来发展存在的困境等等,并对产生这些问题的原因进行了进一步的分析。第五章是践行科学发展观,推动大学生村官工作有效实施。在整体研究的基础之上对完善大学生村官工作的制度安排,提出了若干政策建议。并针对政府、农村基层、高校、大学生村官自身四个层面统筹兼顾,支持大学生村官工作的进行,提出意见。更多还原

【Abstract】 China is a large agricultural country. To build socialism with Chinesecharacteristics, we must first solve the issues of agriculture, rural areas and farmer. Inthe construction of a new socialist countryside, talent is the key. College students arevaluable personal resource of the Party and the state and the new force in the buildingof a new socialist countryside. Hiring college graduates to serve the village is animportant measure to thoroughly apply the Scientific Outlook on Development and tobuild a well-off society in an all-round way. It has a profound and far-reachingsignificance in promoting the construction of a new socialist countryside, cultivatingreserved cadres for the Party and the state that have been under grass-roots trainingand have a solid mass foundation, and consolidating the basis of the Party in the ruralarea.This paper is divided into five parts. Chapter I, Introduction, covers thebackground and the significance of the dissertation, discusses that the construction ofa new socialist countryside is the major background of the application of the village ofcollege student official policy, and analyzes its process from the experimental stage inthe local to the promotion throughout the whole country. It also introduces the maincontents and research methods and observes the innovation of the present study. Thesecond chapter studies the connection between the village of college student officialpolicy and the construction of a new countryside and Scientific Outlook onDevelopment under the policy background of the construction of a new socialistcountryside and theoretical background of Scientific Outlook on Development.Chapter III discusses the realistic significance and important role of the research onthe village of college student official policy. Chapter IV analyzes the difficultiescollege students encounter in their work in the rural area. For example, the identityawkwardness of college students, the difficulty of the application of their work in therural areas, the dilemma they would meet in the future, and so on. It also furtheranalyzes the reasons for these. Lastly, on the basis of the overall study, this thesispresents several suggestions of policy on perfecting the arrangement in system of thevillage of college student official policy. Meanwhile, it also provides suggestions onsupporting college students to work in the rural areas from the levels of thegovernment, the rural areas, colleges and universities, and college-student village official.更多还原
