【摘要】 中小高科技企业是中小企业和高科技企业两者的结合,具有关键性的增长力量和企业扩张能力,具有智力密集、知识密集、高投资、高风险的特点,并有一定的群体性、技术发展快、产业增速高等特征,在我国国民经济中占据着重要地位。但当前很多中小高科技企业普遍由于资金不足而发展受阻,融资问题成为制约其发展的瓶颈问题,而造成这个问题的根本原因在于针对中小高科技企业的投融资体系不健全。因此,健全和完善中小高科技企业投融资体系是摆在我们面前的一个重要课题,关系到我国中小高科技企业未来的可持续发展。本文首先介绍了国内外中小高科技企业的投融资体系现状和我国目前中小科技企业投融资困境的解决方式。其次,对中小高科技企业发展的一般规律进行研究,简要分析了中小高科技企业和投融资体系的内涵、特征、运行规律。再次,在深入调查的基础上,以天津经济技术开发区中小高科技企业群为例,关注制约天津经济技术开发区中小高科技企业发展的瓶颈问题,深入分析问题的成因。然后,提出中小高科技企业成长是投融资体系完善的基础,揭示了中小高科技企业成长与投融资体系完善的关系问题。最后,提出通过加大政府扶持力度、培育和完善大资本市场体系、加快发展风险投资、建立企业信用评价指标体系、加大银行对中小高科技企业的支持力度、发展非正规金融机构、完善担保机制、搭建区域性投融资服务平台等一系列对策,来最终完善针对中小高科技企业的投融资体系,期望能为国内中小高科技企业投融资体系的完善提供理论和实践的参考。更多还原

【Abstract】 High-tech SMEs are the combination of small and medium enterprises and high -tech enterprises, with phenomenal growth rate, expansion capability and characters of being intelligence-intensive and knowledge-intensive and involving high investm -ent and high risk. It plays an important role in national economy in China due to its cluster development, rapid technological development and high industrial growth. However, at present many high-tech SMEs are generally hampered because of insuffi -cient financing. Financing has been the bottleneck for those enterprises to grow. The primary cause of this problem is that the investment and financing system for them is not perfect. Therefore, improving the high-tech SME financing system has been an important issue which affects their sustainable development in the future.This paper, first of all, introduces the present situation of domestic and foreign financing systems for high-tech SMEs and the solutions to tackle the existing financial difficulty for those enterprises in China. Secondly, it carries out a study on general rules of high-tech SME development, briefly analyzing the content, features and operational rules of those enterprises and their investment and financing system. Thirdly, taking the example of Tianjin Economic-Technological Development Area (TEDA hereinafter), it focuses on the bottleneck for high-tech SME growth in TEDA, giving in-depth analysis of the causes to the problems based on thorough investigation. The paper then concludes that the growth of high-tech SMEs is the foundation for the perfection of the investment and financing system, revealing the interrelations between the two. At last, it comes to the suggestions that the investment and financing system for high-tech SMEs should be ultimately improved via a series of measures including increasing government support, fostering and improving major capital market systems, accelerating the development of VCs, establishing enterprise credit evaluation index system, increasing support from the banks, promoting informal financing agencies, improving guarantee systems, and setting up regional platforms for investment and financing services, etc. and hope to provide theoretical and practical references for domestic studies on improvement of high-tech SMEs financing,更多还原
