大学出版社绩效管理探析

【摘要】 当前,国内的高校出版社遵循国家新闻出版署和国家教育部联合颁布《关于高校出版社体制改革工作实施方案》的要求,已全面地完成了出版社的体制改革,纷纷建立和完善了独立的法人治理结构,成立产权清晰、权责明确的大学出版社有限责任公司。这些新成立的现代出版企业,实行图书出版产业化,直接面向市场,应对市场的挑战,向市场要效益,加强管理,特别是要通过提升出版企业的绩效管理,来增强出版社的核心竞争力,从而实现出版社持续长效发展。本文在大学出版社改企的大背景下,研究和探讨解决出版社在改制发展过程中的绩效管理问题,提出了一些解决和提高出版社绩效管理的方法,以期促进出版企业完善绩效管理,充分发挥员工的个人才能,调动员工工作积极性,走内涵式发展道路,从而提升出版企业的管理功能。

【Abstract】 Currently, the domestic university presses have fully complicated the structural reformation, according to the Embodiment of Restructuring University Presses jointly promulgated by the General Administration of Press and Publication and the Ministry of Education of the People’s Republic of China. University presses have established and perfected independent corporate governance structure and set up their own limited liability companies with clear ownership and well defined power and responsibility. These newly established publishing enterprises implement publishing industrialization, directing at the market, facing the market challenges and benefiting from the market. These enterprises reinforce their management, especially the performance management, to enhance the core competitiveness, so as to achieve a sustained development.Based on the background of university presses’structural reformation, this thesis researches and discusses the performance management’s problems in the process, and then proposes some solutions to improving enterprise’s performance management system. This thesis also advocates that enterprises should display the staff’s personal talents to the full, arouse their work enthusiasm, and enhance enterprises’managing function by intensive development.
