【摘要】 T业是国民经济的主导,四川省工业企业对四川经济发展起着支撑作用。我省工业企业必须从“传统资源型”向“创新主导型”发展方式转变,走科技含量高、经济效益好、资源消耗低、环境污染少、人员资源得到充分发挥的新型工业化道路。正确全面的认识企业自主创新能力,科学系统的进行评价我省工业企业自主创新能力,探寻适合我省省情的自主创新之路,是目前我们急需解决的课题。本文首先从创新的概念和相关理论的发展进行展开,在阐释技术创新的含义和技术创新理论的发展基础上,揭示出自主创新的本质和特点及形成过程,认为“自主创新”是以提升企业核心竞争力为目的的一个系统能力的有机综合。然后分析了自主创新的风险和构成要素,按照科学性、客观性、系统性、功能性、独立性、可行性的原则,构建了四川省工业企业自主创新能力评价体系。本体系从四川省工业企业资源运作能力、创新资源的投入能力、创新环境的保障能力、创新成果的产出能力四个方面对四川省大中型工业企业自主创新能力作了系统评价,并在此基础上总结出四川省大中型工业企业创新能力缺陷。最后,针对薄弱环节提出相应的对策和建议。更多还原

【Abstract】 It is acknowledged that the development of industry will determine global situation of national economy and industrial enterprises play a supporting role in economic development in Sichuan Province. Therefore, our industrial enterprises should convert from tradit ional resource type into original leading one. That is, we should endeavor to adopt a new road to industrialization which has higher efficiency in both scientific and technological content as well as economic returns. Meantime, as lowering the resource consumption and environment pollution can give full play to human resources, so we should have an overall and correct realization for our capability of independent innovation and then we could scientifically evaluate innovation ability of enterprises inour provinee so as to explore an innovation road which is suitable for practical situation in our province. And the aboved circumstance is a problem needing to be solved urgentlyStarting with the concept and relevant theories of innovation, this paper tries to reveal the essence, feature and establ ishment of innovation on the basis of illustrating the meaning of technological innovation and theoretic development of technological innovation. And then a conclusion is made that the three-ones is a systemic capacity of organic synthesis for the purpose of enhancing the core competitiveness of enterprises. In the following part, risk and innovation elements are analyzed in order to build a capacity evaluation System for independent innovation of industrial enterprises in Sichuan Province, which is in accordance with the principle of scientific and objective, systematic, functionality, independence and feasibility.This system makes a systematic evaluation for the ability of independent innovation of industrial enterprises in Sichuan Prov ince and then summar izes their defects. And the whole process is totally based on four parts of industrial enterprises in our Sichuan province, resources operational capacity, investment capacity of innovation resources, ability to protect the innovation environment and the output capacity of innovation.
