【摘要】 改革开放以来出现的包括民营科技企业的创业人员和技术人员、受聘于外资企业的管理人员、个体户、私营企业主、中介组织的从业人员和自由职业人员等六个方面人员在内的新的社会群体,他们被称之为“新的社会阶层人士”成都是西部特大中心城市,改革开放一直处于西部各省市前沿,非公有制经济和各类社会组织得到快速发展,新的社会阶层人士增长较快。成都市如何找准新的社会阶层人士工作的着力点,充分发挥他们在政治生活和经济发展中的作用,使之紧密团结在市委周围,这是摆在成都市各级统战部门以及学术界面前的一个重要课题。本文分为四个部分。第一部分综述了选题背景、国内外研究现状、课题意义和研究方法；第二部分简述了成都市新的社会阶层人士的概况,提出了新的社会阶层人士概念,总结了新的社会阶层人士特点；第三部分阐述了新的社会阶层人士统战工作存在的问题及其原因；第四部分研究了成都市新的社会阶层人士统战工作对策。本文运用公其管理的相关理论,在收集大量文献资料和数据的基础上,运用逻辑分析、归纳演绎等方法,围绕成都市新的社会阶层人士的现状、特点和趋势,存在问题及原因等方面进行较深入、全面的研究。提出了构建三大长效机制、五大工作平台、组织工作试点加强队伍建设和提供组织保障等措施,逐步推进成都市新的社会阶层人士统战工作,相信会为成都市新的社会阶层人士统战工作的发展提供理论借鉴与支持。开展新的社会阶层统一战线工作的研究,对努力形成全体人民各尽其能、各得其所而又和谐相处的局面,团结和带领新的社会阶层人士积极参与成都的经济社会建设具有重要的现实意义。更多还原

【Abstract】 Since the reform and opening-up, there come six new social groups:entrepreneurs and technical personnel in private (scientific and technological) enterprises, management personnel in foreign-funded companies, self-employed, entrepreneurs, employees in intermediaries and free-lance professionals. Widely distributing in new social organizations and new economic organizations, they are called "a new social stratum"Chengdu is a large central city in the west. Its reform and opening-up has been in the forefront of China’s western provinces. The non-public economy, science and technology industry and the development of various social organizations have developed fast, and people belonging to the "new social stratum" have become more. In Chengdu, how to identify the focus of the united-front work concerning people of the new social stratum, and how to give full play to their functions in the political life and in economic development so as to make them closely unite around the Party, are important subjects placed in united-front departments and academia.This paper consists of five parts. Part 1 reviews the background, related research status, research significance and methods; Part 2 outlines the new social stratum in Chengdu, states the concept of it, and summarizes its characteristics; the Part 3 discusses the problems concerning new social stratum in the united front work and their causes; Part 4 makes a general strategy for Chengdu’s united-front work with new social stratum. The paper uses related theories in public management, and collects many data and information to analyze, deeply and completely, the current state, features, development, problems and its reasons concerning the united front work with new social stratum. It puts forward some strategies, such as making three long-term plans and five work platform, trying new work in the organization, strengthening team building, and providing unit supports, to improve Chengdu’s united-front work with new social stratum step by step. It provides a theoretical reference and support to the united-front work, and also helps closely contact and unite the new social stratum in Chengdu. The research has great significance to form the harmonious state of people, trying their best and fulfilling their ideals, and to unite and lead people in the new social stratum to take an active part in Chengdu’s economic and social construction.更多还原
