潍坊市中水规划优化模型研究

【摘要】 水是人类生产和生活中最宝贵的资源,也是国家发展的三大战略资源之一。我国是一个干旱缺水严重的国家,水资源紧缺供需矛盾突出已经成为经济社会发展的重要制约因素。潍坊市是一座严重缺水的城市,水资源先天不足,又由于水资源和水体污染严重,随着经济社会的快速发展和城市化水平的不断提高,水资源供需矛盾将同趋加剧,特别是自2009年12月黄河三角洲开发上升为国家战略以来,潍坊着力突破重点开发区域,进一步加快黄三角、蓝色经济区和高端产业聚集区建设,在这种背景下,水资源紧缺将成为制约潍坊市社会经济发展的至关重要的因素。在各种解决水短缺的措施中,中水回用是最为有效的具体可行的措施之一。潍坊市污水排放量很大,且呈逐年上升的趋势,已经成为不容忽视的污水回用资源。如果充分利用中水资源,将会在很大程度上缓解潍坊市紧张的缺水状况。潍坊市鉴于用水日益缺乏的严峻形势,已经开始重视中水的利用,但是并没有做出深入具体的规划。国内外实践表明,在中水回用推广实施过程中,技术方面并不是难题,处理技术和工艺已趋于成熟化;政府对中水配置缺乏相关的规划才是导致目前中水利用不足的关键。因此,对中水配置规划进行研究,为政府决策提供参考就越发地重要和迫切。本文结合国内外中水回用配置规划研究的状况,通过实际调研,深入了解潍坊市水资源现状。掌握了潍坊市污水收集、处理、排放各环节的相关数据资料及中水回用量和回用途径等实际情况,接着分析了中水回用的重要意义;之后,根据系统优化的理论和方法,同时运用运筹学知识和原理,以中水系统年成本费用最小为系统优化目标,以实际水量供需状况为约束,建立了潍坊市中水系统的规划优化模型;并根据模型的特点确定使用lingo软件求解,后参照潍坊市的实际情况提出扩建部分污水处理厂的建议,提高其污水处理能力,以达到中水的优化配置的目标,同时节省了建设和运行费用。论文最后进行了总结,对潍坊市中水回用规划模型优化的应用结果及不足作了深入分析,以期为今后中水优化配置提供借鉴和参考,并对有待进一步研究的问题进行了展望。

【Abstract】 Water is not only one of the most valuable life and production resourses of the humanbeing’s,but also one of the strategic resourse of the country’s.China is poor in water and it is a constraint to economic development.What’s more,Weifang is a serious water shortage city. With the rapid economic development, water is the key of economy and society development.Reuse of wastewater is one of the most effective and possible measures to solve the problem. The wastewater of Weifang is enormous and is creasing in recent years.It will ease the water shortage problem of Weifang if we make full use of recycled water.In fact, the usage of reclaimed water has been seriously considered for the above reasons. It proved that there is not difficult in technical process. However, there is much to do about reclaimed water planning and programming.So, it is more and more urgent for us to do reserch in reclaimed water planning through which we could provide suggestions for the government.This paper did some researched and summaried on the research and application of wastewater reuse projects at home and aborad.Systematically analyzed the status of economic and social development characteristics and trends of Weifang.Objectively evaluate the city’s use of water resources status, water comsumption,sewage treatment status and trends.After analysing the causes and the solutions to urban water shortage.Summarized the necessary of implementation of reclaimed water reuse projects and surveyed the market of reclaimed water and forecasted the demand.Pointed out there is great potential for reuse in Weifang.Second,applying the system engineering and mathematical programming, this paper made a detailed research into the related problem of the water reuse system planning of Weifang. Starting with the operation cost per year, the author analyzed each part of the operation cost per year thoroughly and carefully. With the object of minniming the system operation cost per year and satisfying the restriction of water quantity, the intact model is established, and solved by using mathematical tool lingo-Third, the author gave some suggestions about expanding the capacity of some sewage treatment plants.It is obvious that the model not only helps to optimizing collocation of resources, but also saves construct and run cost greatly.The result of this paper will help authorities to make decisions about wastewater reuse projects in Weifang and other cities suffering water resources shortage. In in end, allusion to the shortage of this arcicle conents are given, and some research to be further studied are presented.
