【摘要】 社区矫正作为一种与监禁刑相对的行刑方式,主张将社区矫正服刑人员放在社区中改造,保证在社区矫正服刑人员不脱离社区的情况下,社区矫正工作人员能够充分利用社区的资源来教育改造他们,运用国家机关的力量和社会、家庭的力量在社区中改造社区矫正服刑人员,纠正社区矫正服刑人员之前偏离社会的行为以及偏差心理,避免社区矫正服刑人员的再犯罪,最终帮助社区矫正服刑人员顺利的重新回归社会。这就要求社区矫正中各个参与主体的通力合作,只有很好的厘清各个参与主体的角色定位与任务范围,才能更好的发挥各个参与主体在社区矫正中的重要作用。在社区矫正过程中社区矫正工作人员要对社区矫正服刑人员进行监督管理、教育改造、提供必要的帮助。本文主要论述重点是通过对国内外社区矫正工作人员的工作情况介绍,并且结合笔者在山东某县基层人民检察院监所科的实习期间对基层社区矫正情况的调研,总结我国社区矫正工作人员的执行现状并对我国社区矫正工作人员存在的问题进行分析,从社会工作专业理念和专业工作方法对社区矫正的介入方面来论证在我国建立和发展以社会工作专业理念为指导的社区矫正社会工作者的重要性和必要性。从社会工作专业和法学专业相结合的角度出发,以期为我国社区矫正工作的顺利开展提供具有建设性意义的建议。全文共分三个部分,分别为：第一部分：引言。这部分的主要内容是研究背景、目的和意义,,相关研究的回顾(即文献综述),本文的研究思路和方法以及研究内容和创新点的介绍。第二部分：正文。正文是由五个章节构成的。第一章是社区矫正工作人员概述。这部分的内容主要社区矫正和社会工作中相关重要概念的界定以及运用比较研究的方法,分别介绍国外的社区矫正工作人员和我国的社区矫正工作人员的概况。通过对美国、英国、日本等国社区矫正工作人员情况的相关介绍,尝试总结出国外社区矫正工作人员的特点,即：国外社区矫正工作人员是在社区矫正机构的统一指导下开展工作；国外社区矫正工作人员的专业性要求严格；国外社区矫正工作人员的工作方法要求严格。第二章是我国社区矫正工作人员的特点。主要包括组成机构和工作内容两方面。通过对我国试点省市以及笔者实习地区社区矫正工作人员情况的介绍尝试总结出我国社区矫正工作人员的组成结构及工作内容。第三章是我国社区矫正工作人员存在的问题分析。通过上文中对我国社区矫正工作人员的人员组成和工作方法等方面的介绍,并结合笔者实习中的实地调查情况,总结我国社区矫正工作人员存在的问题,即社区矫正工作人员的角色定位有待厘清；社区矫正工作人员的人员素质有待提高；社区矫正工作人员的工作方法有待改善。第四章是社会工作者介入社区矫正工作的必要性。这部分主要是通过社会工作者可以很好的实现社区矫正的主要功能,以及社会工作者同其他工作人员相比具有专业上的优势这两方面来分析社会工作者介入社区矫正工作的必要性。第五章是社区矫正社会工作者对社区矫正的专业介入。重点研究社会工作者在开展社区矫正工作中如何运用社会工作的专业理念和专业工作方法来对社区矫正工作进行有效的介入,从而顺利的完成社区矫正工作。第三部分：结语。这部分主要是对全文观点的一个总结,强调应当重视社会工作专业与社区矫正的紧密联系,应当充分发挥社区矫正社会工作者的作用。另外由于社会工作专业和社区矫正制度都是新兴的舶来品,要想和我国的社会现实相契合还有很长的路要走,如何更好的发挥社区矫正社会工作者在社区矫正中的作用是本文带给笔者的思考。更多还原

【Abstract】 As a different execute mode from imprisonment, Community Correction advocate that in community to remold the one who serve his/her term in community,on the premise of not let the one who serve his/her term in community break off relations of community, the staff of Community Correction can remold the one who serve his/her term in community by fully utilize the resources of community, draw support from the government offices, society, family and so on, to remold the one who serve his/her term in community, to correct their former drift off the society behavior and deviation psychology, to avoid them repeat an offense. Finally the staff of Community Correction help the one who serve his/her term in community turn over a new leaf. So every subject participate in Community Correction act with united strength is very important. Only get every subject the role they play in Community Correction fixed and determine their scope of mission of Community Correction can make every subject play an important role in Community Correction. In the course of the Community Correction demand the staff of Community Correction supervise, inculcate, remold, and give necessary aid to the one who serve his/her term in community. The key point of this paper is by means of give information on the situation of Community Correction in domestic and abroad, and coordination of my practice investigation and research about the situation of Community Correction in grass-roots level in a prison and detention house department of some county’s procurator organ of Shandong province. Summarize execute current situation on the staff of Community Correction in our country, and analyze the problem existed of the staff of Community Correction in our country. According to introduce the situation about the prefessional values of Social Work and the personnel method of Social Work intervene Community Correction, expound and prove that it is very important and necessary to establish and develop Social worker of Community Correction who as personnel values of Social Work guiding ideology. Proceed from combine the specialty of the Social Work and the sociality of the Law, in the hope of supply constructive suggestions on development of Community Correction.In this paper consist three parts, respectively:Part one:Introduction. The major contents of this section are the background of research, the aim of research and the meaning of research, retrospect of research (namely, the summarize of document), and the train of though, the method I used in my paper, and the introduction of the substance and creation and innovation in my paper.Part two:The main part of this paper. There are five chapters and sections. Chapter one is the brief account on the staff of Community Correction The major content of this section is the introduction of Community Correction in abroad and in our country by comparative method. Giving a clear definition for the meaning of associative conception about Community Correction and Social Work, trying to summarize the characters of the staff of Community Correction in abroad by introducing the situations of the staff of Community Correction in America, England and Japan. The characters including:the staff of Community Correction in abroad carries out the work guided by Community Correction institution; the staff of Community Correction in abroad are strict with specialize; the staff of Community Correction in abroad are strict with work methods. Chapter two, by means of introducing the situation of the province and the city where Community Correction are carried out, to summarize the composition of the staff of Community Correction and the content of their work. Chapter three is analysis the problem existed in the staff of our Community Correction. Through the preceding part of this paper about the situation of composition and work method of our Community Correction, and my on-site inspection, to summarize the problem of our staff of Community Correction. The problems are must be get the role of the staff of Community Correction into shape; and, there have much room for improvement on the capability and the work method of the staff of Community Correction. Chapter four,the major contents of this part is to analyze the necessity of Social worker’s intervene with Community Correction. Chapter five is the specialize intervene of Social worker of Community Correction with Community Correction and focus on the research of how to fully utilize the value and the method of Social Work in Community Correction.Part three:Conclusion. The major contents of this part are the summarize of point of view about all of this paper, emphasize must be attach importance to the inseparable connections between Social Work and Community Correction. Besides,because both of Social Work and Community Correction are foreign goods, in order to correspond to our national conditions, there are still a long way to go. How to fully carried out affect of Social worker of Community Correction played in Community Correction is the ponder from this paper.更多还原
