【摘要】 随着经济社会的发展以及中国加入WTO,如何科学的对供电企业运营能力做出客观的评价,对于企业及时发现运营中存在的问题,进而做出改善,提高企业竞争力有着重大的现实意义。通常对供电企业运营能力的评价主要是对其运营结果的总结和分析,关注企业的业绩,以业绩体现能力。而过程管理的思想强调企业过程能力本身的变化,对过程进行管理和监督,倡导持续改进。只有持续不断地评价、控制和改进供电企业的关键运营过程,才能有效地提高供电企业的运营能力。本文借鉴国内外过程能力指数研究和评价方法,系统地研究了基于过程能力指数的供电企业运营能力评价方法及应用。首先,通过供电企业运营现状分析,探讨了供电企业运营能力的关键要素,将财务管理过程、生产建设过程、市场营销过程和人力资源过程确定为供电企业关键运营过程。在此基础上,通过对关键运营过程的分解,分别确定出关键子运营过程的评价指标,建立了供电企业运营能力评价指标体系。进而,利用过程能力指数的比较分析,建立了供电企业运营过程能力评价模型,确定出各个关键子运营过程能力指数。通过专家评判的方法,确定各层级指标权重,对各个关键子过程能力指数逐级加权获得供电企业运营过程能力综合评价结果。提供了基于过程能力指数的供电企业运营能力评价方法。最后,以Z市供电企业为背景,对基于过程能力指数的供电企业运营能力评价方法进行实证分析。本文研究特色与创新主要表现在：①将过程能力指数方法引入到企业能力评价中,形成了独具特色的供电企业运营能力评价方法。②利用层次分析的方法,确定出关键子运营过程的评价指标,建立了供电企业运营能力评价指标体系。③提供了基于过程能力指数的供电企业运营能力评价方法,并以Z市供电企业为背景进行实证分析。本文的研究不仅为供电企业运营能力评价提供了一套可操作的方法,而且为其他企业的能力评价提供了理论依据和分析途径。更多还原

【Abstract】 With the economic and social development and China’s accession to WT O, How to make a scientific and objective assessment of the Power Supply C ompany’s operational capacity has great realistic meaning for finding problems in the process of operation, then improving, and enhancing the competitivene ss of enterprises. The past appraisal method for Power Supply Company, mai nly aim at summarizing and analyzing the result of the operation process, the y concerned about the performance of the company, considering that results re present the ability. The thought of process management emphasize the changes of the process capability, focus on controlling and supervising the process, a dvocating continuous improvement. Only contionuously appraise, control, adjus t process management, operational capacity will be well.This paper refers to international PCIs researches and enterprise evaluation methods, and studies the evaluation for operational process capability of Power Supply Enterprise based on PCIs systematically. First, this article analyzed the current operational situation and summarized the problems existing in the operation, According to its own characteristics, analyzed the financial management process, the productive construction process, the marketing management process and the human resource management process as the key factor of the operation process, based on the above works the writer resolve the essential operation process, identified the Sub essential process, then constructed the evaluation index system and the evaluation order, explained the evaluation index. Second, obtained the weights of each level index by using Delphi, get via adding authority to calculate the resulte. Finally, through the empirical study for the Power Supply Company " Z ", testified that this method that use process capability index for evaluating the operational process capability of Power Supply Company could effectively reflect the changes of the operational process capacity and find the defects in the Power Supply Company.The characteristic and innovation of this article mainly in:(1)proposed the process capability index to appraise the Power Supply Company, developed a unique evaluation method;(2)get the Sub essential process index by using hierarchical analysis method, and constructed the evaluation index system.(3)supplied the evaluation method for operational process capability of Power Supply Company based on PCIs, empirical analysis the method for the Power Supply Company " Z’ This paper not only provides the method that use PCIs evaluating the operational process capability of Power Supply Company, but also affords the theoretical basis and implementation approach to other enterprises.更多还原
