我国省级行政区划改革探析

【摘要】 行政区划是国家权力配置的地域空间投影,是行政力量配置的基本前提和前决条件。随着我国改革开放的不断深入,经济社会飞速发展,行政区划制度对经济的束缚特别是行政层级设置的不合理,造成经济发展的后劲不足。“省直管县”体制的改革试点是对宪法权威的回归,更是解放县域经济发展束缚,激发地方发展经济的积极性和自主性的一次跨越。随着省直管县从财政到行政改革的扩大,也带来现有省级区划管理幅度和管理层级的变动,因此,省直管县体制的改革是否会带来省一级行政区划的变动,文章主要从这个层面进行探讨。同时行政区划改革的目的是合理科学的设置层级和管理幅度,在政府机构行政管理体制改革中,组织结构的扁平化和合理的管理幅度的改革也是重点。从中央到地方政府职责和管理幅度应该是统一对口设置的,通过增加省区,取消地级建制,实现国家结构的扁平化到政府组织机构的扁平化。文章从我国省制的发展脉络入手,对我国省级区划改革的观点进行梳理；结合改革开放后,我国已有的省级区划改革试点的经验教训,重点论述在现有国家稳定发展的条件下,对省级区划改革可行性的理性分析；突出既要有利于中央的管理,同时提高地方发展经济社会的积极性和自主性的要求。在当前国家调整经济社会发展的重心的休整期内,对行政区划体制进行必要的改革,调整行政层级设置,解决行政区划对经济发展的制度掣肘,以保持经济社会的发展后劲。更多还原

【Abstract】 Administrative districts is projection of regional space of national power allocation, the prerequisite of administrative power allocation. With the deepening of the opening-up, the society and economy is developing rapidly, and administrative division system on the bondage of economic, especially the administrative level set unreasonable, causes the insufficient development of econocy in the future.The pilot system reform of "direct control of the county" is the return of the Constitutional authority.Furthermore, it frees the economical development counties,and arouses the enthusiasm of the regional economic development and the autonomy. With the expansion of "direct control of the county "from finance to administration,the existing provincial boundaries management amplitude and its layer of management also changes. therefore, this paper discusses mainly about that whether or not the system reform of "direct control of the county " brings change of provincial administrative region.The purpose of administrative districts reform is to set scientific the level and the administrative range. Meanwhile, the reform of delayering and the reasonable span of management are emphasized in the administrative system reform government institutions. From the central to local government, duty and management range should be homologous, by increasing the provinces, cancel regional organizational systems.This article is starting with the development skeletons in province system of our country, combing the views of provincial regions reform.And combined with experience and lessons from the existing pilot reform of provincial regions, emphatically discusses in the existing national stable development of condition, the feasibility of the rational analysis of provincial division reformation.My point otrudes that not only be helpful for the central management, but also improving the requirements of local economic and social development of initiativity and the autonomy. In the current state that the government is adjusting the barycenter our economic and social development, the government should conduct necessary reform to administrative division system, and adjust the administrative level Settings, and solve the system constraints of administrative districts on economic development, in order to maintain sustainable economic and social development in the future.更多还原
