【摘要】 在我国工业化和城镇化进程中,资源开发在其中扮演了重要角色,对经济发展起到了重要的推动作用。新疆是我国的少数民族聚居区,地广人稀、资源丰富、人口分布比较分散,城镇呈点状分布,城镇建设落后,城镇化水平比较低。因此,新疆的城镇发展必须充分利用比较优势,发挥自己的资源和国家政策优势,因地制宜,走资源开发型城镇的发展道路。新疆乌苏市作为一个少数民族聚居区,交通便捷、资源丰富,但城镇发展水平较低,主要表现在第一,城镇呈点状分布、城镇人口较少、难以形成人口和产业集聚效应；第二,乌苏市各种资源比较丰富、但资源开发缺乏系统性和统一的规划、对城镇发展的拉动作用低；第三,乌苏市属于“奎屯-独山子-乌苏”经济区,但区域内资源配置效率低,区域协作能力低,不利于“奎屯-独山子-乌苏”城市群的形成。鉴于乌苏市城镇发展的现状,乌苏市应该走一条不同于中、东部地区的特色化城镇发展道路,其城镇发展要走自己的道路。为此,乌苏市城镇发展应是以资源开发为主导力量,在国家城镇发展战略指导下,以市场导向和产业布局为基础,整合区域资源；在区域空间一体化的前提下,合理进行城镇规划和建立区域间的资源开发与共享的机制,促使区域整体发展,实现资源开发与区域合作、城镇发展、资源环境的可持续发展。通过对乌苏市资源的开发利用和城镇发展,可以使民族地区高度分散的人口向中心城镇和市区集聚,并促使分散的农牧民向城镇聚居。同时通过城镇发展将促使农业人口向非农业人口转化,提高城镇化水平,促进民族地区的经济发展,实现各民族的共同富裕。本文从西部民族地区如何进行资源开发型城镇建设的角度出发,在西部大开发和自治区城镇体系规划综合发展的背景下,选择农业资源、自然矿产资源、旅游资源都较丰富的民族聚居区乌苏市作为研究对象,以实证与理论相结合的研究手段,通过调查、研究、分析乌苏市发展资源开发型城镇的资源优势基础,先是介绍了乌苏市发展资源开发型城镇的各类资源基础,进而阐述了乌苏市资源开发型城镇现状及特点,并分析了其资源开发型城镇存在的问题,并做了相关原因分析,重点提出了乌苏市资源开发型城镇的发展措施。更多还原

【Abstract】 In China’s industrialization and urbanization, resource development which plays an important role in economic development played a crucial role in promoting..Xinjiang is China’s minority areas, sparsely populated, rich in natural resources, population distribution is scattered, spotty distribution of towns, cities and towns behind the level of urbanization is relatively low. Therefore, the Xinjiang urban development must take full advantage of comparative advantage, play to their advantages of resources and national policies; take the path of resource development towns with local conditions.Usu city as a minority areas which has convenient traffic, abundant resources, but low in urban development; at first, towns are spotty in distribution, urban population is less difficult to form the combined effect of population and industry; Second, Usu is rich in resources, but lack of systematic and uniform resource development planning, has low effect on urban development; third, Usu is in Kuytun-Dushanzi-Usu economic district, but the region inefficient allocation of resources, regional cooperation and less detrimental to Kuytun-Dushanzi-Usu urban clusters. In view of the status of Usu urban development, Usu city should follow a different city in the eastern region of the characteristics of urban development path, its urban development should be unique. Therefore Usu Urban development should be based on resource development as the leading force in national urban development strategy under the guidance of market-oriented and industrial layout based on the integration of regional resources; space integration in the region under the premise of reasonable conduct town planning and regional development and sharing of resources between the mechanisms, promote overall development of the region and achieve resource development and regional cooperation, urban development, sustainable development of resources and the environment. Through the development and utilization of Usu and urban development, it can be highly dispersed population from minority areas, and move to the center of town and urban agglomeration, and to promote decentralized to towns inhabited by farmers and herdsmen. At the same time by the agricultural population of urban development will lead to conversion to non-agricultural population, increased urbanization, and promote economic development in minority areas, to achieve common prosperity of all ethnic groups.In this paper, how to construct resource development town is my view, with the development and autonomous regions in western cities and towns the context of integrated development planning, selection of agricultural resources, natural mineral resources, tourism resources are rich in ethnic minority groups in Usu City as a research object, the combination of empirical and theoretical research methods, through investigation, research, analysis development Usu resource development resources based on the town, first introduced Usu resource development towns, the development of various types of resource base and, further, the Usu Resources Development and characteristics of urban status.And analysis of its resource development problems in town and do the relevant reasons for analysis, is focusing on resource development Usu urban development measures.更多还原
