【摘要】 农业是国民经济的基础性产业,它的发展优劣直接制约着国民经济的发展。农业又是“靠天吃饭”的产业,受自然灾害的影响很大,我国是世界上受自然灾害影响较大的国家之一,旱灾、洪涝灾害、风暴灾害、低温冻害等灾害经常发生,对我国的农业生产造成了很大的损失。农业保险作为一项风险转嫁、分摊的经济补偿制度,对保证农业生产的持续稳定发展有十分重要的意义。当前,我国农业保险的问题越来越突出,主要表现在农业保险发展不健全,规模持续萎缩,有效需求不足。无论是从国际还是我国农业保险的实践可以看出,无政府支持的纯粹商业化经营的农业保险很难发展,因此,本文提出要尽快构建一个符合我国国情的政策性农业保险体系,以促进农业保险的发展。本文共分为六章。第一章论述了本文的研究背景和目的,简要说明了农业保险的概念和作用,国内外的研究动态；第二章简要介绍了我国农业保险的发展历程；第三章介绍了国外的农业保险实施概况；第四章介绍了国内的农业保险试点模式及制度模式；第五章介绍了我国农业保险存在的主要问题及原因；第六章提出了农业保险政策支持体系的构建对策。更多还原

【Abstract】 Agriculture is the basic industry of national economy, its development will directly restrict the development of national economy.Agriculture is the "dependent on the weather " industry, greatly influenced by natural disasters, China is the world affected by natural disasters one of the larger countries. Droughts, floods, storm disasters, disasters such as frequent freezing cold, on China’s agricultural production caused a great loss. Agricultural insurance as a risk transfer, assessed the economic compensation system for ensuring sustainable and stable development of agricultural production are of great significance. At present, China’s agricultural insurance more and more problems, mainly in the development of agricultural insurance is not perfect, shrinking size, lack of effective demand. Therefore, this paper proposes to build a line with China’s national conditions as soon as the policy agricultural insurance system to promote the development of agricultural insurance.This article is divided into six chapters. The first chapter discusses the background and purpose of this study, a brief description of the concept and role of agricultural insurance, domestic and international research trends; The second chapter briefly describes the course of development of agricultural insurance; The third chapter describes the overview of the implementation of agricultural insurance abroad; The fourth chapter introduces the domestic and the Agricultural Insurance System models; The fifth chapter introduces agricultural insurance in China and causes major problems; The sixth chapter proposes the Agricultural Insurance Policy Support System for countermeasures.更多还原
