【摘要】 清洁技术产业是新兴产业,出现的时间不长,但发展前景良好。在2008年全球各行业都普遍萧条的情况下,仍然能够逆市增长,展现出该行业广阔的市场前景。清洁技术产业是社会经济发展的支柱产业,正在成为继信息产业之后新的经济增长点。我国清洁技术产业发展严重滞后于其他发达国家,究其原因,主要是支持产业发展的资金短缺,因此将风险投资与清洁技术产业结合,清洁技术产业能够获得有力的资金支持,风险投资会获取丰厚的回报,并以此壮大自身的投资规模和实力,从而实现“双赢”。本文正是从二者结合的共同领域出发,寻求清洁技术产业发展风险投资的策略和方法。首先,本文指出了清洁技术产业的特点,并对在清洁技术产业引入风险投资的可行性和现实性进行了探讨。根据我国对高新技术及高新技术产业的认定规定,清洁技术产业是高新技术产业,具有高风险高回报的特点,风险投资介入该行业是可行的；由于风险投资的介入为清洁技术行业拓宽了融资渠道,解决了资金短缺问题,因此对清洁技术产业的发展也是必要的。这一论述为清洁技术产业发展风险投资奠定了基础。其次,本文通过一系列的图表数据详细的分析了清洁技术产业风险投资的发展和现状,透视清洁技术产业风险投资存在的问题,形成了对清洁技术产业风险投资这一问题全面立体的观点。通过对2006-2009年清洁技术行业风险投资的情况的整理,从投资规模、投资行业分布、投资的地域状况、投资的退出渠道及投资在不同阶段上的分布情况等几个角度,详细地论述了清洁技术行业风险投资的现状。在此基础上,阐述了造成目前清洁技术行业风险投资总量少、且杂乱无章局面的原因,主要有：资金来源渠道单一；风险投资热点领域需要转变；缺乏优秀的风险投资家；企业缺乏核心竞争力；政府政策支持力度不够。文章对我国清洁技术产业风险投资情况进行了纵向对比,缺少与其他国家的横向对比,是本文的一项不足之处。如何解决清洁技术产业风险投资不足的问题?怎样在现有条件下,充分调动民间的资金,使其能够发挥最大的作用?清洁技术行业应该如何提高自身的市场竞争力,吸引更多的风险资金?国家应当采用何种政策措施来保证清洁技术产业的健康发展?随后,本文通过对清洁技术产业风险投资问题进行深入细致的研究和分析,尝试提出关于促进我国清洁技术产业风险投资发展的整体框架建议,文章认为可以通过完善风险投资市场环境、壮大产业技术力量、加强人才的培养和明确政府的职能来促进。鉴于清洁技术产业具有其自身的特殊性,清洁技术产业是政策支持性产业,对政策的依赖性很强,因此文章着重分析了政府在清洁技术产业风险投资中的职能,政府只有将各种职能充分发挥,才能促进清洁技术产业风险投资健康有序地发展。最后,本文给出了清洁技术产业领域利用风险投资的经典案例。无锡尚德太阳能电力有限公司2005年在海外成功上市,成为全球四大太阳能电池生产基地之一,创造了“尚德神话”,成为业内佳话。文章通过对其利用风险投资发展壮大的过程进行剖析,得出了无锡尚德成功的启示：只有技术、人才、风险投资和政府等各种力量互相促进、相互结合,才能造就成功的企业。在全球环境问题日益严重的今天,加快清洁技术产业发展已成为各国的共识,灵活高效的风险投资体系在推动清洁技术产业迅速发展方面有不可替代的作用。构建和完善清洁技术产业风险投资体系,促进清洁技术产业核心竞争力的提高,从而推动我国清洁技术产业风险投资的发展,这正是本文选题的基本思路。通过本课题的研究和探索,希望能够为我国清洁技术产业风险投资的迅速发展提供一些有益的参考和启发。文章试图通过清洁技术产业发展风险投资的研究,为我国清洁技术产业的健康快速发展探索一条可行的路径,为实现可持续发展的目标创造了前提。更多还原

【Abstract】 Clean technology industry is a emerging industries of strategic importance, which appears not very long but keeps a good momentum of development. In 2008, when the global recession of the industry is generally, clean technology industry showed its broad market prospects by rapid growth. Clean technology industry is the pillar industry of the social and economical development, and is becoming the new economic growth point after the information industry. The development of clean technology industry is seriously lagging behind other developed countries, the mainly reason is the insufficiency of funds in support of industrial development. Only when the venture capital and clean technology industries have combined, can clean technology industries be supported by a powerful capital, and can venture capital gain a generous profit, therefore increasing investment scale and strength, can achieve "win-win." This article is intended to seek the strategies and methods for promotion of development of venture capital and clean technology industry in the common area.First, the paper points out the characteristics of clean technology industry, and further discuss the feasibility and practicality of venture capital in the clean technology industry. According to the identification of high-tech, clean technology industry is a high-tech industry, has the characteristic of high risk high payoff, so venture capital involved in the industry is feasible. The involvement of venture capital for clean technology industry broadens financing channels and solves the problem of the investment shortage, so it is necessary to the development of clean technology industry. These lay a foundation for the development of clean technology industry and venture capital.Secondly, this article shows the development and present situation of clean technology industry and venture capital through a series of charts, penetrates the problem existent in venture capital of clean technology industry, forms a comprehensive point about venture capital of clean technology industry. We further discuss the venture capital of clean technology industry’s status separately from the side of scale, distribution of different trades, geographical situation, quit channel and the distribution of different stages by situation of the venture capital of clean technology industry in 2006 to 2008.On this basis, the thesis explained the reason caused the current situation that venture capital is little scale and investment is in a chaotic condition etc., such as:a single source of funds; venture capital hot spot areas need change; lack of professional talents; lack of core competitiveness; the insufficiency of policy support. This article provides a vertical comparison about venture capital of clean technology industry, lack of horizontal contrast with other countries, is one of the inadequacies.How to solve the shortage of venture capital in clean technology industry? How to make full use of private capital under the current circumstance? How to improve clean technology industry’s market competition, and attract more venture capital? What kind of national policies and measures should be adopted to ensure the healthy development of clean technology industry?Subsequently, on the basis of intensive research and analysis of venture capital in clean technology industry, the paper attempts to put forward a unitary structure for the investment system in clean technology industry, that can be build by perfecting venture capital market environment, strengthening industry technology, enhancing the training of talents and clearing the functions of the government. In view of the particularity of clean technology industry, clean technology industry is a policy of supporting industries, highly dependent on the policy, the paper emphasizes the functions of the government in venture capital of clean technology industry, only when the various functions have been full played, can venture capital of clean technology industry be development in healthy and orderly.Finally, this paper presents a classic case of venture capital of clean technology industry. Suntech Power Co., Ltd. was successfully listed overseas in 2005 as the world’s four major production base of solar cells, created a "Suntech myth". Through the analysis of the process of venture capital for developing clean technology industry, we can get inspiration from Suntech Power: it can create successful enterprises only if the technology, talent, venture capital and government forces have promoted each other and combined. With the environmental problems becoming more serious, we draw a common conclusion that all countries should accelerate the development of clean technology industry, flexible and efficient system of venture capital has an irreplaceable role in promoting the rapid development of clean technology industry. Build and improve the venture capital system in clean technology industry, promote clean technology industry to improve core competitiveness, thus promoting the development of venture capital and clean technology industry, which is the basic idea of this topic. Through the study of introduction of venture capital system in the clean technology industry, the paper probes into a feasible approach for the healthy and rapid development of clean technology industry in China, and lay a foundation to achieve sustainable development.更多还原
