【摘要】 随着时代的发展和科技的进步,经济全球化正逐渐呈现出新的发展趋势：生产要素加速自由流动和优化配置；高新技术推动世界经济进入知识经济发展阶段；国际经济制度与国际经济组织充分发挥在国际经济协调机制中的作用。经济全球化是一柄“双刃剑”,既会带来利益又能造成损害。世界各国在融入经济全球化的进程中都会切实重视自身的经济安全问题,而保障国家经济安全的关键,在于保障国家的产业安全。经济全球化的过程也是重新划分全球市场和制定新的世界分工规则的过程。发达国家的各个产业不断发展,垄断资本不断集聚,以大型跨国公司为载体的资本、技术等生产要素正在全球范围内重新优化配置,新一轮的产业结构调整已经开始。虽然我国经过30多年的改革开放和高速经济增长取得了举世瞩目的成就,但要面对如此激烈的产业竞争并非易事。尽管我国一些产业的整体规模名列前茅,但产业集中度低,经营管理落后,研发能力弱,难以适应复杂的国际竞争环境。因此,如何克服产业自身和外界的各种不利因素,摆脱在国际分工中的不利地位,缩短与发达国家间的差距,使本国产业获得有利的生存和发展空间,成为我国经济全球化进程中必须解决的一道难题。本文从宏观经济角度分析了经济全球化的内涵、动因、表现和特征,并对产业安全的内涵和特征进行界定。在衡量产业安全时,根据相关原则建立了衡量产业安全的指标体系,以便于对国家产业安全状况进行定量的计算和分析,客观、准确地把握国家产业安全状况。在分析我国产业安全状况和提出保障我国产业安全的相关对策时,本文运用了大量的数据和图表进行详实的分析和论证,并采用了理论与实例相结合的方法,借鉴了许多发达国家和发展中国家的经验教训。在产业损害预警方面,文中也通过建立指标体系的方法进行定量分析,帮助决策。本文以经济全球化与产业安全的相关性为切入点,将经济全球化背景下中国产业安全问题研究作为主题,展开了详实的说明与论证。在对经济全球化与产业安全的相关问题进行界定后,论证了经济全球化对产业安全的积极影响和消极影响。以此为基础,从外资进入和国际竞争角度分析我国的产业安全状况,认为我国的产业安全面临严峻的挑战,并提出了保障我国产业安全的相关对策,即提升产业竞争力、强化贸易救济机制、保证外资引进安全和完善产业损害预警机制。此外,根据我国的国情提出了在尊重市场的前提下,政府应该利用自身的传统优势,通过有效的干预来提供切实维护产业安全的制度安排,即创造公平竞争的市场环境、在宏观指导和全面统筹上发挥核心的作用、建立整体的微观规则和进行制度的创新。为了确保我国产业的可持续发展,要遵循科学发展观,按照统筹城乡发展、统筹区域发展、统筹经济社会发展、统筹人与自然和谐发展、统筹国内发展与对外开放的要求,把产业发展建立在产业结构的优化升级、提高质量和效益的基础上,做到速度、结构、质量和效益的高度统一,充分利用国内国外两种资源、两个市场,在全面增强自身实力的基础上,真正做到确保我国的产业安全。国外对于产业安全的研究起步较早,理论基础也比较扎实,而国内对产业安全问题的研究起步于20世纪80年代,虽然30年来取得了较大的进展,但是仍处于研究的初级阶段,有关产业安全的理论也正在讨论、构建和形成之中。本文以经济全球化为背景来研究中国产业安全问题,较为全面和客观地分析了我国的产业安全状况,并结合国情提出了保障我国产业安全的相关对策。更多还原

【Abstract】 Economic Globalization takes on some new trends as the development of itself: factors of production are accelerated to flow freely and optimized; World Economy is pushed into the knowledge stag of development by high and new technology; International economic system and International economic organizations give full play to their initiative in the International economic coordination mechanism. Economic Globalization is a "double-edged sword", it will bring not only benefits but also damage, and therefore, countries in Economic Globalization will pay practical attentions to their economic security. The key to protect national economic security is to protect national industrial security.To some extent, the process of Economic Globalization is also the process of re-dividing of the world market and developing new rules of world labor division. The revolutionary development of Information Electronics Industry led the rapid progress of Western developed countries’industries, Monopoly capital is gathering constantly. Factors of production like capital and technology who take large multinational companies as a carrier, are conducting a global reconfiguration. A new round of global industrial restructuring has already begun. Although we have made remarkable achievements through 30 years of reform and opening up and rapid economic growth, we also feel the pressure when faced with such fierce competition. A general characteristic of Chinese industrial structure is "large but weak". Although overall size of some industries rank at the top, the industrial concentration is low, technology development and innovation are low, management falls behind, and so it’s difficult to adapt fierce competition. For our country, it becomes a problem that how to overcome the negative factors, get rid of the division of labor in the world’s disadvantaged position, shorten the gap between developed countries and us, and leave our industries a favorable environment for survival and development.This paper analyzes the meaning, motivation, performance and features of Economic Globalization, define the content and features of industrial security from a macroeconomic point of view. When carrying out the industrial security measures, we establish an index system of industrial security according to relevant principles. So we can summarize and analyze the security status of national industry, and grasp the status accurately and objectively. In the analysis of relevance between Economic Globalization and industrial security, we use the method of combining theory and practice, learn many lessons from many developed and developing countries. When analyzing Chinese industrial security situation and proposing measures to protect Chinese industrial security, we use a lot of dates and charts. In the aspect of damage warning of industrial security, combined of index system of industrial security before, we continue to establish another one for quantitative analysis and decision-making.In this paper, we take the relevance of Economic Globalization and industrial security as a breakthrough point; take the Chinese industrial security in Economic Globalization as the theme, make a detailed explanation and demonstration. After defining the relevant questions of Economic Globalization and industrial security, combined with examples of many developed and developing countries, demonstrate the positive and negative impacts of Economic Globalization on the industrial security. On this basis, in the aspects of foreign investment and international competition, analyze Chinese industrial security situation and conclude that Chinese industrial facing tough challenges. We propose the related measures to protect Chinese industrial security:enhance the competitiveness of Chinese industries, strengthen the building of mechanisms for trade remedy, ensure the security of foreign capital introduction and improve the industrial injury warning mechanism. In addition, according to our national conditions, under the premise of respecting the market, through effective intervention, make effective institutional arrangement to maintain the industrial security, such as creating a fair competitive market environment, playing a central role at the macro-guidance and comprehensive planning, establishing overall micro-rules and carrying on innovation. In order to ensure sustainable development of our national economic security, especially industrial economy, we should follow the scientific concept of development, in accordance with the development of urban and rural, region, economy and society, humanity and natural, domestic development and opening up, take industrial development on the basis of optimizing the structure, improving the quality and efficiency, achieve the speed, structure, quality and efficiency of high degree of unity. We start a new round of optimization through the full use of the two resource and two markets. Truly ensure the security of Chinese industry on the basis of increasing our strength.Study abroad in the industrial security started early, the theoretical foundation is also solid, but domestic study only started in the 20th century,80s. Although we have made considerable progress in the last three decades, but the study is still in its infancy, the theory of industrial security is discussing, building and in formation. Again the background of Economic Globalization, the study of industrial security, we analyze the status of Chinese industrial security comprehensively and objectively, and take opportunity to put forward measures to protect the security of Chinese industry.更多还原
