用材林林木资产评估决策支持系统的研制

【摘要】 森林资源资产化管理是深化林业体制改革、实现森林可持续经营的重要手段,森林资源资产评估则是实现森林资源资产化管理的前提和基础。用材林林木资产评估在森林资源资产评估中占有重要地位,建立用材林林木资产评估决策支持系统是森林资源资产评估领域的发展方向。以湖南省龙山林场为案例,针对当前用材林林木资产评估中存在的实际问题,如模型可操作性差、信息利用水平、决策效率低等问题,将管理信息系统、模型技术、专家系统和决策支持系统综合运用到实际的用材林林木资产评估中,形成一个集信息管理、模型计算、专家决策于一体的智能决策支持系统。系统以计算机为运行平台,主要设置小班数据处理模块、资产评估决策支持模块、知识库挂接模块和网络连接模块。其中,小班数据处理模块实现小班数据载入与收集、总体评估与预测评估结果输出,是构成评估的主要模块。资产评估决策支持模块实现评估方案选择、推导森林更新数据及读取设定推理规则等工作。知识库挂接模块实现决策支持系统与知识库的连接工作。网络连接模块实现对木材价格表、经济指标等数据的在线更新工作。通过该系统为用材林林木资产评估的准确计算和提高效率提供了可能,利用模型化技术,使用材林林木资产评估达到或接近专家水平。系统开发遵照系统工程的思想和软件工程的方法,对用材林林木资产评估决策支持系统的用户需求、可行性、功能需求以及系统功能进行了详细的分析,确定了系统开发策略和系统运行的环境;在系统分析的基础上,对系统功能、系统结构、系统数据库、系统与万维网连接处理进行了设计与实现;通过实现人机交互系统、数据库系统、知识库系统、方法库系统、模型库及其管理系统,使系统具有较强的数据管理、数据更新、趋势预测、模型应用、规划制定、系统输出的基本功能。应用表明,系统不但可以实现林场小班基本数据的高准确度、高效率的管理;进行用材林林木资产评估的辅助决策和数值模拟;还将用材林林木资产评估方面的大量知识系统化,提高了林业主管部门对森林资源管理决策的有效性、科学性。

【Abstract】 Assets of the forest resources of forestry management is an important rule to achieving sustainable forest management. Timber forest assets occupies an important position in the assessment of forest resources, the establishment of timber forest assets evaluation decision support system is the direction of forest resources assets developments.For Hunan Province Longshan Forest Farm as an example, in the practical problems of timber forest assets, such as the poor operational model, access to information, low efficiency decision-making, management information systems, model technology, expert systems and decision support system Comprehensive used in timber trees assets and form a set of decision-making intelligent decision support system. Computer-operating system platform, set up mainly in small classes of data-processing module, assets evaluation decision support modules, articulated knowledge base and network connectivity modules. The data-processing module to achieve in small classes in small classes loaded with data collection, evaluation and forecast overall assessment of the results output, is an assessment of the main module. Property assessment decision support modules to achieve assessment of options, updated data derived forest and read the rules set reasoning, and so on. Knowledge Base articulated module to achieve decision support system and knowledge base of the connection work. Network connectivity realized prices for wood tables, economic indicators, such as online updating of the data. Through the system for timber forest assets to assess the accuracy and efficiency to provide a possible model of technology, assessment of the timber forest assets to reach or approach the level of experts.System development to comply with the idea of systems engineering and software engineering methods, the timber forest assets evaluation decision support system designed with user needs, feasibility, functional requirements.determine the system development strategy and operating system environment; on the basis of analysis the system, system architecture, database systems, the system connected with the World Wide Web address for the design and implementation; through the realization of human-computer interaction systems, database systems, knowledge base system, method of the system, the model and its management System, the system has strong data management, data updates, forecast trends, model application, planning the development, the system output.Application shows that the system will not only achieve the basic data on tree farms in small classes of high accuracy, high efficient management; timber forest assets to assess the decision-making and numerical simulation; timber forest assets will also assess the large number of systematic knowledge and improve the forestry director Departments of forest resources management decision-making effectiveness, scientific.
