法律风险管理信息系统设计与实现

【摘要】 法律风险管理信息系统是国内大型企业为了防止未来的不确定性因素对企业实现其业务目标的影响,从最初的避免损失、保障安全到通过有效管理风险实现可持续发展而投资建设的管理信息系统。目前,各大型企业的分支机构大多已经提出了自己的一套识别风险、应对风险的体系,本文目标是在企业建立法律风险管理信息化系统,该建设方案把企业总部和分公司法律风险管理体系纳入企业整体信息化管理系统,使法律风险管理与企业日常经营管理活动更加紧密地结合,同时通过企业信息化手段进一步提升公司法律风险管理的效率和能力。系统采用迭代式开发模式,基于J2EE的MVC模型,最终将系统实现为包括风险分析、风险控制、控制实施评估、风险报告、沟通互动、综合查询、系统管理这七大模块的管理信息系统。本文论述了系统开发的背景和国内外业务领域的研究现状,而后从问题空间转向解空间,建立了系统需求模型,阐明了系统需要解决的主要问题。在系统设计阶段,从概要设计开始,首先建立了模块关系和实体关系,然后在详细设计部分分别论述了系统的模块结构和物理设计模型,进而针对统计报表、工作流流程和复杂的信息收集计算功能做了分析和论述。本文解决的关键问题有以下几方面:根据前端展现处理理念,制作较复杂的、切合实际需求的报表,主要是雷达图、柱状图等报表展示功能。该功能主要使用对象为公司的高层管理人员。通过图表的直观展示,能够迅速、直观的展示业务功能,帮助管理人员迅速了解公司层面的业务运转情况,快速定位管理和执行层面中存在的业务缺陷,从而改进公司的管理。文件数据的上传、校验和数据加载。这一部分从大的方向说,属于数据ETL(Extraction-Transformation-Loading)的范畴,在本系统中,文件的上传、文件格式校验、数据逻辑校验、导入到临时表,都属于数据抽取功能;数据的转换和加载因为逻辑相对简单,程序合在一起。复杂的综合查询功能。该功能之所以复杂,是因为它的查询不是局限于某个模块内部的,而是贯穿于整个系统,从一个模块的查询列表,可以查看其他模块的相关对象。当前系统已经通过测试,运行状况良好。

【Abstract】 The Law Risk Management Information System (LRMIS) is invested and developed by domestic telecom companies to prevent the effects of uncertain elements for enterprise’s business targets, which is used to avoid loss, supply safety and achieve sustainable development through effective management of risks. Currently, the architecture of identifying and dealing with risks has been put forward mostly by the telecom companies. The paper introduces LRMIS plan based on a provincial company, which adopts the two system form telecom company headquarters and provincial law risk management system into the entire management information system to enable the closely combination of the. law risk management and the daily management of company, and improve the efficiency and capacity about law risk management through enterprise Information.The J2EE-based MVC model is applied to develop the management information system by the iterative mode, at last, which consists of seven modules, such as risk analysis, risk control, control and implementation of the assessment, risk report, interactive communication, general inquiries and system management.The paper discusses system development background, and domestic and international research in the field, then shifts form problems to solutions, proposes system requirements model and clarifies the key issues to resolve, at last.For system design, first of all, the relations of modules and the relations of entities are established from the stage of outline design, then module structure and physical design model are discussed for the stage of detailed design and, ultimately, those modules are analyzed and depicted that statistical reports, workflow process and complex information gathering and computing function.Some related key issues are as follows:According to the display demands of front-end process, some complex reports that need meet customer must be implemented, such as radar figures, histogram figures and so on, through which for the company’s senior managers, the managers can quickly find out the status of business operation, locate the existing business defects for managers and executives, and, thereby, promote company management.The modules of file upload, validation and load must be implemented, which are included to Extraction-Transformation-Loading (ETL) for the overall direction. For this system, the functions such as file upload, file format validation, data logic validation and loading into a temporary table are attached to data extraction functions and the programs about data conversion and load are combined because of relatively simple logic.And the last aspect is comprehensive inquiry functions. The functions are complex because the inquiries are not restricted to the modules inside, but for entire system that other modules instances can be inspected form the inquiry list of one module.At present, the system has been implemented in the telecom companies in good condition.
