【摘要】 如何有效地应对公共危机是当今世界各国普遍面临的问题。目前,我国现处在社会转型的关键时期,正经历着一场深刻的历史变革。改革开放30年,我国取得了巨大的经济建设成就,但随着经济的高速发展,社会运行的传统规制和现代规制的冲突在这一时期频繁发生,这些问题都有可能成为我国公共危机爆发的潜在诱因,一些突发事件极有可能引发地区性或全国性的公共危机。那么应对如何有效地应对这些公共危机,如何构建一个完善的公共危机治理体系,它具有重要的理论意义和现实意义,是一个值得我们深入探讨和研究的课题。构建公共危机治理体系关键是构建公共危机政府—社会的协作机制。本文围绕这一主题进行了初步探讨。本文阐释了公共危机治理的基本理论,并以公共危机治理的参与主体——政府、社会为逻辑起点,分别对公共危机治理中的政府间、社会间、政府与社会间的协作现状、障碍归因进行了分析并提出相应的对策。更多还原

【Abstract】 How to effectively deal with public crises of the world today and common problems. At present, China now in a critical period of social transition, is undergoing a profound historical changes.30 years of reform and opening up, China has made great achievements in economic construction, but with the rapid economic development, social operation of traditional and modern regulatory system regulation conflicts occur frequently during this period, these problems are likely to become public of the crisis potential incentive, some very unexpected events may lead to regional or national public crisis. So deal with how to effectively address these public crises, how to build a comprehensive system of public crisis, it has important theoretical and practical significance,it was a worthy of our in-depth study and study.Construction of public crisis management system is key to building public crisis of government-community cooperation mechanism. This paper focuses on the theme discussed. This article explains the basic theory of public crisis, and with the participation of crisis management, the principal-the government, the community is the logical starting point, namely, the crisis of public governance in the government, the community, the collaboration between the government and social status, barriers to return for an analysis and corresponding countermeasures.更多还原
