行政组织与公务员心理契约问题研究

【摘要】 伴随着经济全球化和信息技术的飞速发展,为了更好地适应日趋激烈的市场竞争以及日渐复杂的国内外环境,促进我国经济社会可持续发展,我国政府正在进行深刻的行政管理体制改革。本文立足于我国行政管理体制改革的大背景,借鉴国内外理论研究的最新成果,将心理契约概念引入和运用于行政管理领域,并加以发展和延伸。行政组织与公务员心理契约是深入研究两者关系的一支科学理论,能够从多个侧面影响到行政组织与公务员的行政行为,它对于提高政府行政效率、切实转变政府职能以及促进行政管理体制改革不断取得成功,都具有决定性的作用。进一步推进和深化行政管理体制改革,不仅需要各级政府部门在宏观层面上进行系统思考和科学决策,而且也离不开微观层面上对广大公务员进行精神方面的正确引导和管理。广大公务员作为各级行政组织开展行政管理工作的具体实行者,其自身综合素质相对较高,心理活动也比较复杂。众所周知,在任何管理活动中,缺少经济手段和法律手段,就难以从本质上发挥组织成员的潜能,因而也就不会真正提高组织的工作效率,由此可见,需要进一步加强对广大公务员心理层面的引导和管理。随着我国行政管理体制改革进一步向纵深化发展,其也对广大公务员提出了更高更新的要求,对此社会公众也寄予了更多的期望,这必然会引起广大公务员心理层面的诸多变化。缺少人本主义精神是传统的政府人事管理的一大弊端,为此,需要在推进和深化行政管理体制改革的过程中,建立健全公务员管理制度,从制度层面全面、有效的杜绝经常导致公务员心理契约破裂和违背的现象,防止这一问题伤及行政管理体制改革本身。本文在系统辨识行政组织与公务员心理契约这一概念的基础上,以行政组织与公务员心理契约的动态变化过程为研究主线,即行政组织与公务员心理契约的形成——破裂——违背——重建四大环节,认为行政组织与公务员心理契约是一种双向关系,包括行政组织对公务员的心理期望和公务员对行政组织的心理期望两个方面,契约双方通过交换心理期望要素,从而达成共同的组织目标,由此不断提高工作效率。达到平衡状态的行政组织与公务员心理契约,会对各级政府部门的行政管理活动产生积极的影响,反之,处于破裂或违背状态的心理契约关系,会造成比较严重的影响。因此,本文将行政组织与公务员心理契约纳入到行政管理体制改革进程中进行研究,深入探讨行政管理体制改革对公务员心理契约的实际影响,系统总结行政管理体制改革过程中公务员心理契约破裂和违背的主要原因,并归纳分析公务员心理契约破裂和违背的表现及危害。在此基础上,笔者提出了重建和维护公务员心理契约的对策建议。总之,公务员心理契约从发生、破裂,再到重构,都是在现有的行政组织环境中进行的。本文认为,行政组织与公务员心理契约,如果其停留在低水平层次上的平衡,对各级行政组织而言是十分不利的,最终要实现一个否定之否定的心理契约的提升过程,不断进行自我完善和自我更新,从而在高水平层次上实现行政组织与公务员心理契约的重建和平衡。

【Abstract】 Accompany with economic globalization and information to technically fly to soon develop, for the sake of betterly the orientation gradually vigorous market competition and gradually complicated domestic and international environment, can help the our country economic society to keep on a development, our country government under way deep administration management system reform. This text has a foothold to manage a system reform at the our country administration of big background, draw lessons from the last word that the domestic and international theories study, lead the mental and contractual concept in to manage realm with usage at the administration, and take in to develop with extension. Administrative organization and the mental state contract of public official is thorough study both a relation of a science theories, can influence the administrative organization and the public official from several on the sides of administration behavior, it for exaltation government administration efficiency, practical change government working talent and promote the administration manage system the reform continuously obtains success and all have a decisive function.Push forward further and deeply turn the system reform of the administration management, not only need an all levels government, the section carries on system thinking and science to make policy on the macroscopic level, and also can not get away from a tiny view level a top to carry on spirit to the large public official of correct leading and management. The large public official is the concrete executant that the all levels administrative organization opens the exhibition administration management work, its oneself the comprehensive character be opposite and higher and the mental activity is also more complicated.Know to all, be in need of economic means and legal action in any management activity, hard from the potential of essence exertive organization member, as a result also can’t the work efficiency of real exaltation organization, be showed from this, need to strengthen the leading and management to large mental level of public official further.Along with our country administration management the system reform deeply turns a development toward the Zong further, it also put forward a higher and more recent request to the large public official, to this social public also send to more expectations, this by all means will cause many varieties of large mental level of public official.Be in need of a person originally doctrine spirit is a big irregularity of the traditional government personal management, for this, need in the propulsion with deeply turn the administration management the system the reform of the process, build up sound public official’s management system, from the system level overall, effectively eradicate completely to usually cause the mental phenomenon of contract blowout and violation of public official, keep the management system of this problem wound and administration from reform oneself.This text recognizes administrative organization and public official mental state in the system contractual this foundation that all read aloud up, with administrative organization and public official mental state contract of dynamic state variety process for study main line, namely administrative organization and public official,mental state contract of oformation-break-disobey-rebuild four greatest links, think administrative organization and public official mental state contract is a kind of pair to the relation, include an administrative organization to the public official of mental expectation and public official to administrative organization of mental expect 2, contractual both parties pass commutation mental state to expect main factor, reach a common organization target thus and from here and continuously raise a work efficiency.
