容灾应急通信系统分析与测试

【摘要】 近年来,全球多地接连发生自然灾害,其中最为我们熟悉的汶川、海地、智利、台湾高雄及、青海玉树地震,台风、洪水、泥石流等自然灾害更加接连不断。灾害的发生,给人民生活带来很多不便,也使得与百姓生活息息相关的有线和无线通信系统遭到严重破坏,直接导致地面通信完全中断,灾区成为信息孤岛,影响着亲人朋友之间的联系,也影响政府救灾工作的迅速展开,可以说通信的畅通是抗击灾害的“命脉”之处,本文之所以要提出建立一套容灾应急通信保障系统,就是希望能在危难的时候,老百姓能及时求救,以尽可能减少自然灾害过后的损失,而从我国现有的通信体系来看,在08年的汶川地震中表现并不够理想,所以保障信息畅通是灾后首要解决的问题,且破在眉睫,基于这种情况,建立一套应急通信保障系统势在必行。而造成移动通信网络与外界中断最主要原因是对外主干传输链路的完全中断。在我国现有的通信体系中传输主要依靠有线光路,虽然目前由铠装光缆等保护措施,但是自然灾害面前,钢筋房屋都不堪一击,脆弱的铠装光缆光纤又能经得起多少考验呢?所以本文从改变传输方式的角度着手,以日益成熟的卫星通信传输技术作为应急通信的基本手段,来阐述如何构建一个通信保障系统,使百姓的日常生活更加便利。本文从概况应急通信的含义展开,详细介绍应急通信的概念,再通过比较应急通信与传统通信的区别,得出容灾通信的相关需求,在此也对容灾通信的相关需求进行了详细深入分析,从需求阶段、需求业务等方面出发,就如何建立起一套容灾应急通信保障系统进行分析,并制定出容灾应急通信系统的建设原则,提出发展应急保障体系的策略建议等。本文同时对如何区域部署卫星传输应急基站也做了介绍,并以我们熟悉的广东省为例子,就如何区域部署卫星传输应急基站进行了分析,给出了一些基站的布局经验,另外,在文章中也结合我国的一些典型的自然地理条件,比如地震、洪水、泥石流等灾害,就如何开展容灾保障的运行提出了一些建议。最后结合测试,总结了该通信保障的有效性和应用性,也提出了以后发展通信保障体系的一些建议与展望。本文结合理论与实际,论述了通信保障系统的构建,虽然真正的实施或许需要我国的通信运营商以及通信厂家的通力合作,也需要国家的相关部门制定相关法规等,但是笔者相信,只要有建立起完善的应急通信响应机制的目标,就可以在应急通信领域建立一套空中与地面相结合的立体应急通信系统。
【Abstract】 In recent years, The earthquake always happened in worldwide, like WenChuan earthquake, Haiti earthquake, Chile magnitude quake, Taiwan Kaohsiung earthquake, and YuShu earthquake, all of there earthquake bring series natural disasters such as mud-rock flow , typhoon, flood, and more, Not only all kinds of inconvenience caused, but also Government undergo a terrible ordeal, at the same time, all kinds of communication system were damaged badly, the ground communication were interrupted completely, It made the disaster area became information island, people cannot connect with their friends, family member, It also influence government relief work to spread quickly, as we all known, the communication is very import for others to rescue, smooth communication can save lots of rescuing time and save more life, this article will suggest to set up a tolerant emergency communication safeguard system, make sure people in emergency can resort effectively and timely and government can provide more help in time ,but for our existing communications system which were not doing well in 2008 the WenChuan earthquake, so keeping security information flow is principal settlement problem for the disaster area, based on this kind of circumstance, set up an emergency communication safeguard system are more import and necessary.The main reason of causing the mobile communication network and external interruption is external backbone transmission link interrupted completely. In our country’s existing communications system, transmission cable rely on the lineate light path mainly, although armored fiber optic cable and other protective measures are existing at present, but when the earthquake or other kinds of natural disaster were coming, even reinforcing steel houses were emaciated, armored cable fiber were more fragile, So this article would like to change transmission mode, starting with increasingly mature the satellite transmission technology as emergency communication of the basic means to illustrate and will tell you how to construct a communication safeguard system, ensure the daily life of people more convenience.This article will start from the general meaning of emergency communication, giving the detailed introduction of the concept of emergency communication after, by comparing the emergency safeguard communication with the traditional communications, and concluded that the difference between the related requirements, makes a detailed analysis about emergency safeguard communication and emergency communication related demand , from the requirements phase and demand exactly etc, starting on how to set up and analyzed a set of emergency communication safeguard system, and formulate emergency communication system construction principle, put forward the development strategy of emergency safeguard system Suggestions, etc.This article also introduce according how to deploy a satellite transmission emergency station and take an example with GuangDong province, analyzed how to regional deployment of satellite transmission emergency station and provide some station layout experience, in addition, in the article also combine with some of the typical natural geographical conditions in our country, and earthquakes, floods, debris flow disaster etc, give the suggest how to carry out the system of operation, together with the training.And summarize the communication security system effectiveness and applicability, at the same time, put forward future development of communication safeguard system of some Suggestions and prospect.This article combine the theory discussing and practice of the communication, make the construction and strategy about the communication safeguard system , although real implementation may need our telecommunication operators, and communication manufacturer collaboration, also need the national related departments to formulate relevant regulations, etc., but the author believe, as long as emergency communication have been set up completely ,it will bring more and more convenience for people’s life and disaster area, to establish a set of air and ground of combining the three-dimensional emergency communication system and make the emergency communication safeguard system more perfect.
