【摘要】 外资企业经过多年的迅猛发展,取得了巨大的成就。为了吸引外资,我国制定了一系列鼓励外资的方针政策和法律法规。中国作为发展中国家的一员,已成为国际直接投资的热点地区,不但继续成为发展中国家最大的国际直接投资受益国,而且成为仅次于美国的全球第二大利用外资的国家。中国政府的对外招商引资工作已从以往的单纯追求数量向更加注重质量、从单纯追求经济效益向更加注重整体社会效益、从集中在东部沿海地区向沿海内陆地区平衡等方面综合发展。通过对改革开放三十年中国外商投资企业发展历史、特点和现存问题、政策演变的分析,结合公共政策、公共管理理论和公共经济学理论,借鉴国外有关外商投资企业问题的研究,进一步探讨中国政府今后对外商投资企业政策的发展趋势。本文的理论意义在于：从政策分析的角度,分析目前政府对外商投资企业的各项政策和战略发展方向,分析其优势和缺陷,总结经验教训,指明未来发展方向；从公共管理的角度,分析政府在对外商投资企业实施管理的过程中应当承担的职责,分析政府在外商投资企业管理过程中的功能作用,进一步分析外资企业下一步发展过程中,政府应该扮演怎样的角色,发挥怎样的作用。本文通过对外商投资企业历史和现状的分析,认为外资企业经过30几年的发展取得了巨大成就,在促进我国经济发展和社会进步方面,但外资企业的发展中还存在影响经济安全和环境污染等方面的问题,需要政府进行调控,面对不断变化的国内外形势,政府应转变职能,完善管理体系,提高管制的水平和效果。应进一步总结成功的经验和存在的问题,找出需要改进的地方,并提出相应的对策。探讨政府如何有效地对外商投资企业进行政府管理的问题,为相关政府部门提供参考。本文最后一个章节以青岛市为例,探讨了青岛市外资企业的发展,分析了青岛市外资企业管制的地方性政策,并对青岛市外企管制性政策的提出了提高外资企业进入要求,吸引高技术含量的优质外资、调整外资产业分布,在制造业的基础上向研发、信息技术等高端产业发展、采取多种形式利用外资、解决教育及人才问题,增强‘对外资的吸引力、提高信息充分度,优化投资环境、进一步调整健全政策法规,避免政策冲突等建议。总之,本文以公共管理、公共政策分析理论和公共经济学理论为基础,分析当前中国外商投资企业现状和政策发展趋势,分析外商投资企业与我国经济发展、就业等各方面的关系,承认外资企业发展的正面影响,同时认识到目前存在的问题,并探讨相应的解决对策,以扬外资之长,避其短,提出新的解决方案,为政府监管提供借鉴,同时促使达到外资企业经济效益和社会效益的统一的目标。更多还原

【Abstract】 After years of rapid development of foreign-invested enterprises, it has made great achievements. In order to attract foreign investment, China has formulated a series of policies, laws and regulations to encourage foreign investment. As a developing country, China has become a popular area for international direct investment. It continues to be the largest beneficiary countries with international direct investment in developing countries. It also becomes the second largest country after the United States, that use of foreign capital. The Chinese Government give more focus on quality. Pay more attention to the overall social benefits and balanced regional development.Analyze the foreign-invested enterprises in the past three decades. It contains the history, characteristics and existing problems, policy changes. It use the public policy, public management theory and public economics theory and study the foreign experience. To explore the Chinese government policy of the future trends in foreign-invested enterprises.Theoretical significance of this article is to:Analysis of government enterprises with foreign investment policies and strategies for development from the perspective of policy analysis. And then analysis of strengths and weaknesses, lessons learned. Indicate the direction of future development. Analyzing the Government should bear the responsibility in the process of foreign-invested enterprise management from the public administration and analysis of the Government’s functional role in the future. Analyzing the history and current situation, this paper pointed out that the foreign-funded enterprises have made great achievements in the development of in the past 30 years. It promotes economic development and social progress. But there are still some problems in the development of foreign-invested enterprises, such as economic security and environmental pollution. Faced the changing domestic and international situation, government should take positive measures to carry out macro-control to improve the level and effectiveness. The government should be further sum up successful experiences, problems and propose appropriate countermeasures. It can provide a reference for relevant government departments. The final chapter has some discussion of Qingdao City. It includes the status and the role of local governments in the management of foreign-invested enterprises, at same time, it provides analysis of the local policies and suggestion of upgrading of the foreign investment, attracting high tech investment, adjusting the industrial segment, making multi usage of foreign investment, optimizing the investing environment and avoiding policy conflicts.Overall, this paper takes the public administration, public policy theory and public economics as an analytical tool. Analyze the situation and policy development trends of China’s foreign-invested enterprises. Analyze the relationship between the foreign-invested enterprises and China’s economic development, employment, balance of payments. This paper recognizes the positive role of foreign-funded enterprises development. At the same time, recognize the current problems and explore the corresponding countermeasures. Propose new solutions to achieve the target that foreign-invested enterprises get a unified economic and social benefit.更多还原
