工程项目管理思想在永新国际广场项目中的应用

【摘要】 房地产项目是致力于营造一种美好的生活过程,而不仅仅是住宅本身。人们生活在一个特定居住区,他们的生活质量和这个居住区的位置、居住区规划、住宅质量、环境配套、管理模式等一系列因素相关。因此,房地产项目要适应社会环境的变化,改变传统项目以成本控制为主的模式,建立一个系统的、综合的进度与质量管理系统。工程项目管理思想(全过程的进度与质量控制),是从根本上保证房地产项目顺利开发的重要理念。国外的房地产项目一般由咨询公司或项目管理公司具体操作,管理人员往往有丰富的经验,管理思路清晰,管理方法得当,但国外的管理模式往往不能适用中国的国情。目前国内的房地产管理水平参差不齐,大的房地产商有一套自己的管理制度和管理方法,一般来说是保密的不对外公开。而国内上万家中小型房地产商的管理往往是不规范的和粗放型的,对项目进度与质量控制计划重视不够,甚至就根本没有项目进度与质量控制计划,出现了大量工期拖延、业主大量投诉等问题,同样的质量问题在不同的房地产项目中重复出现,对社会资源造成一种极大的浪费。有鉴于此,本文介绍了工程项目管理思想在永新国际广场工程的进度与质量控制体系中的应用。同时采用因果分析法,详细介绍了永新国际广场项目从定目标,组建团队到营造产品、树立品牌的全过程。并详细介绍了永新国际广场的进度总计划及质量控制计划的编制方法和最终结果。给出了永新国际广场工程管理人员的组织框架、人员编制及岗位职责,及工程管理人员的绩效考核办法。并根据永新国际广场的情况编制了工程进度管理流程、工程质量管理流程、设计变更管理流程和工程洽商管理流程。希望该研究能对国内城市综合体项目的开发有借鉴作用。
【Abstract】 The real estate project is a process to build a beautiful life. It is not only housing itself. People live in a special community. Their life qualities are related with the location, planning and quality of inhabited area, environmental appurtenance and management style. Therefore, the real estate project should suit to the variation of social environment and change the style of controlling the cost which is thought importantly. The real estate project should build a systemic and integrated management system of the schedule and quality. The thought of project management is a very important idea to guarantee the real estate project for successful development.Foreign real estate project is usually managed by consultative company or project management company. Managers normally have richful experience. Their management thought is very clear. Their management method is very clear. However, foreign management model is usually not suitable the situation of china. At present, the management levels of the real estate project in our country are very different. The big real estate companies have their own management systems and methods which are secrecy. At the same time, over 10 thousand middle and samller real estate company, their management are notstandard and random. They don’t pay attention to the planning of the schedule and quality, even so, they don’t have the planning of the schedule and quality so that the time limit for the project is delay and the inhabitants sue the quality of houses. The same problems occur in the different real estate companies. This phenomena is a very great waste for social resources.Therefore, this paper introduce an appliction of the thought of project manegement of the schedule and quality control of YongXin International Plaza project. The paper uses the method of reason and result to research the whole process from setting target and team building to creating products and branding of Yongxin International Plaza project is put forward in detail. Various logical relationships in the master schedule of Yongxin international plaza were compiled with PROJECT2007, and the quality control plan of Yongxin International Plaza was intensively studied according to the actual situation. Also the detailed process and principles of compiling Quality control plan are also introduced. This paper develops the organizational framework, staffing and job responsibilities and performance assessment methods for project management personnel of Yongxin International Plaza. Furthermore the project schedule management process, project quality management process, design change management process and project negotiation management process were made according to the situation of Yongxin international plaza. This research is hoped to be referenced for the development of domestic urban complex projects
