【摘要】 行政效能监察作为国家行政监察体系的重要组成部分,在国家行政管理活动中具有十分重要的地位。党的十七大提出了许多任务都与行政效能监察有密切的联系,很多战略和目标都是围绕行政效能监察这一活动而展开的,如建立服务型政府目标就是要构建一个高效的政府；效能监察建设是拓展制度建设领域的主要手段；强化效能监察是从源头拓展预防腐败的工作领域的具体表现；过错责任追究所针对的主要行为是效能低下引发的问题等等都与行政效能监察有关。本文从行政效能监察有效性分析角度着手,通过对国内外行政监察制度历史的发展和经验做比较,试图使人们对我国的行政效能监察有新的认识,从而使人们更深刻的了解行政效能监察活动的具体意义。本文共分为五章。第1章在分析选题背景、意义,叙述国内外相关的研究综述基础上提出了本文的研究思路、方法、和可能的创新点。第2章从行政效能监察的概念和内涵开始,阐述行政效能监察的特性、作用和它在我国效能建设中的重要作用。第3章主要是分析我国行政效能监察现状和存在的问题。第4章主要从西欧、美国、新加坡、等不同的国家的行政效能监察活动着手,分析其利与弊,以及他们国家行政效能监察经验对我国的启示。第5章主要是针对我国行政效能监察现状和存在的问题,提出解决的方案,使之更为有效。更多还原

【Abstract】 Administrative efficiency as the national administrative supervision system to monitor an integral part of the activities of the state administration has a very important position.
