【摘要】 公共政策作为公共管理的载体和工具,承担着调控社会成员之间利益关系、实现公共利益合理分配的重要功能。随着我国社会主义市场经济体系的逐步建立,我国公民的权利意识逐渐觉醒,民众不再仅仅满足于作为公共政策的客体存在,而是要求进入到政策制定过程中,通过与官方政策制定者的互动来表达利益诉求,争取政策资源。同时,官方政策制定者则希望通过与民众的充分互动,收集有效信息,得到充分回应,在提高政策质量的同时维护其政治合法性。本文以蟠桃村饮用水政策制定过程中的官民互动为例,探讨基层自治过程中,良性官民互动的阻碍因素和实现途径,从而得出一些具有普遍适用性和实际意义的结论。在分析过程中,主要结合政策科学、政治学、管理学等相关知识,采用实证分析法,通过对案例的分析展现我国政策制定过程中真实的官民互动现状,从而探讨有效的改进措施。全文共分五个部分进行论述：第一部分为绪论；第二部分分析了公共政策制定过程中官民互动的必要性。首先对公共政策及政策制定过进行了界定,在此基础上分析了官民互动的含义,以及官民双方的互动动机；第三部分通过对蟠桃村饮用水政策出台的背景、政策制定过程及官民双方对饮用水政策的评价,详细描述了蟠桃村村民饮用水政策制定过程；第四部分通过对蟠桃村村民饮用水政策制定过程中官民互动的主体、互动过程及结果的分析,探讨目前我国政策制定过程中官民互动存在的问题；第五部分则是在前文基础上,探讨政策制定过程中优化官民互动的对策。更多还原

【Abstract】 As a management tool, public policy undertakes the important function of regulating the interest relationships between different elements of society, and finally ensures the public interest legitimately. Along with the socialist market economic system established gradually in our country, the consciousness of citizen rights has increasingly awakened.The public is not satisfied with being the mere object of public policy any more; they request to come into the process itself of policy-making so they can express their interest demands and strive for policy resources through interacting with official policy makers.Likewise, policy making official also want to interact with the public so they can collect useful information and feedback. These can help official policy makers improve the quality of public policy and maintain their political legitimacy.This paper is based on the interactions between official policy makers and the public in PanTao village’s drinking water policy making process. It discusses the method and obstructive factors of building an optimum interaction model in order to draw some applicable and practical conclusions. In the process of analysis, Political Science, Political Theory, and Management Theory are all utilized. Empirical analysis methods are used to analyze the case and show the actual interactions in the policy making process in our country.This paper is divided into five parts.The first part is the introduction. The second part explains the necessity of interactions between official policy makers and the public. In this second part, public policy and the policy making process are defined, then used to explain the interactions between official policy makers and the public, and the motivation of both sides.The third part describes the case, including the background of PanTao village’s drinking water policy, the process of developing this policy, and evaluations from official policy makers and the public of this policy. The fourth part analyzes the case, examining the subjects involved in the interaction, the interaction itself, and the results.Through the analysis, it is possible to explore the flaws in the policy making process in our country.
