【摘要】 目前,我国正处于社会主义计划经济体制加速转变为社会主义市场经济体制的特殊时期。在这个特殊时期,基层政府的执行力高低备受关注。县级政府作为靠近人民群众的政府层级,是落实政府政策最为关键的一个环节。提升县级政府执行力,有利于贯彻落实科学发展观和建设社会主义和谐社会,同时也是实现群众切身利益的根本保障。本文共分四个章节。第一章分析选题背景及意义,并在此基础上综合分析探讨了国内外学者对执行力的研究现状,提出可能的创新点。第二章通过对执行力、政府执行力、县级政府执行力的概念、内涵和构成进行分析,并对提升县级政府执行力的必要性进行探讨,进一步明确了提升我国县级政府执行力的重大意义。第三章对执行缺位、执行越位、执行错位、机械执行、重视自由裁量等一系列县级政府执行问题加以罗列,深刻挖掘出执行机构、执行体制、执行主体素质、执行监督、执行主体利益等五个方面的深层原因。第四章在研究的基础上提出县级政府执行制度建设、文化建设、利益整合机制建设、主体素质建设、监督机制、问责机制和评价体系建设等对策建议,以期更好提升县级政府整体执行力。本文有以下几个特点：首先,以中国目前所处社会转型期为背景,深刻诠释转型背景下中国存在多方利益博弈的特殊国情,并总结对县级政府执行力的影响。其次,联系政治学、社会学、伦理学、心理学等多门学科深刻分析,具有学科综合性特点。再次,以县级政府执行力为研究视角,对政府具体层级来进行深刻分析,并对我国社会转型期政府的执行力现状深刻总结,从中找出原因并提出相应对策。更多还原

【Abstract】 In the background of social profound transition, the low government executive ability is attractive. County Government as a government layer closed to grass roots is the most critical aspect to carry out the policy of the policy. The promotion of county government executive ability is a decisive factor to solve the immediate interests of the general public and plays an important role in constructing harmoniously socialistic society. In this paper, many examples and researches collected to deep excavation depth, and propose appropriate countermeasures by analyzing the benefit, system, the implementation of the main quality, the implementation system, the implementation mind,the implementation resources and so on.There are four chapters in the article. The first chapter analyses the background and significance of this research, integrates present situation of researches on the executive ability home and abroad and puts forward the point of innovation. The second chapter analyses the concept of social transformation and execution, puts forward the necessity of researching executive ability of county government in the background of social transformation.The third chapter set out some phenomenons, vacancy, offside, dislocation, mechanical perform, discretionary implementation and dig deep reason. The fourth chapter of the county level based on the Government to implement the system construction, cultural, interest integration mechanisms, the main quality of the building, execution and other countermeasures evaluation system to better improve the overall execution of county government.This article has the following highlights:First, profoundly interprets the special situation of China in the background of that China is in the period of social transformation and concludes its effect on the county government executive ability. Second, carries out profound analysis combining with political science, sociology, ethnics, psychology and more subjects. Once again, analyses profoundly the specific levels of government in the sight of country government executive ability and concludes profoundly the actuality of government executive ability in the social transition to find out the reasons and propose the corresponding counter measures.更多还原
