【摘要】 中国共产党核伦理思想主要是指以中国共产党领导人为代表的中国共产党领导人的核伦理思想。中国共产党核伦理思想是我党领导核心在不同历史阶段关于核武器价值、和平利用核能的经济价值、生态价值等伦理问题所作的深刻思考,是以毛泽东、邓小平、江泽民和胡锦涛为核心的中国共产党历代领导人集体智慧的结晶。其核心本质归根结底都是为了维护最广大人民的根本利益,为了保卫国家安全,维护世界和平。在不同的历史阶段,中国共产党所处的时代背景不同,这意味着他们所要回答和面临的问题不同,解决问题的方法亦会有所不同。1945年的原子弹爆炸,其威力之大震撼了整个世界,中国共产党核伦理思想也由此得以萌芽和产生。这一阶段,以毛泽东为核心的第一代中国共产党领导集体核伦理思想主要是围绕着核武器战略相关伦理问题而展开,其基本内容就是“战略上藐视核武器的军事作用,战术上重视核武器的政治价值”。20世纪80年代以来,“和平与发展”逐渐成为时代主题,以邓小平、江泽民为核心的第二代、第三代中国共产党领导集体在科学继承毛泽东核伦理思想的基础上,形成了以“高度重视核技术的经济价值为主要特征,而在核武器方面则主要是强调核战略自卫防御的有效性、核威慑的有限性等”为主要内容的核伦理思想。进入21世纪,以胡锦涛为总书记的新一代中国共产党领导集体,以科学发展观为指导,在坚持积极防御的国防战略方针的同时,不但重视发展核电的经济价值,而且高度重视发展核电的生态价值。形成了以强调核技术的经济与生态价值并重为特征的新时期核伦理思想。综上所述,中国共产党不同历史阶段核伦理思想总体上是一脉相承、不断丰富和发展的。它们始终坚持以马克思主义为指导,其发展也基本与国家发展战略思想保持同步,而核心始终是围绕着“维护最广大人民的根本利益”这一主题。在这一发展过程中,中国共产党领导人对核技术的政治价值、军事价值、经济价值、生态价值等有关伦理问题进行了思考、探索和科学判断,形成了极具中国特色的中国共产党核伦理思想,并体现出了时代性、实践性和科学性等理论特色。更多还原

【Abstract】 Communist Party of China Nuclear Ethics is the Chinese Communist Party leaders of the major nuclear Ethics.The Communist Party of China nuclear ethics thought is deep thinking done by my Party leading nucleus ethics such as economic value,organism’s habits value relating to nuclear weapon value,peaceful use of nuclear energy in different historical period problem,is Communist Party of China past dynasties with Mao Zedong,Deng Xiaoping,Jiang Zemin and Hu Jintao at the core leader collective crystallization of wisdom.
