【摘要】 我国是一个产煤大国,煤炭产品在较长时期仍将是我国的主要能源。改革开放以来,煤炭产业取得了卓越成就,为国民经济快速发展做出了巨大贡献。但同时我们必须清醒地认识到,随着我国经济的高速发展,我国对煤炭需求、煤炭资源、煤矿安全生产、煤矿职工队伍素质等都提出了新的、更高的要求,尤其是煤矿安全生产问题。纵观煤矿安全生产事故统计数据,我国煤矿工人做出的贡献和牺牲是显著的、巨大的,但是用鲜血和生命换来的经济增长,让人震撼,更让人痛心。这一不幸的事实无疑是我们当前构建和谐社会中一个不和谐的音符。为此,各级政府乃至整个社会都在积极地寻求治理安全生产的办法。矿难是一个世界性的话题。相同的工作,不同的结果,除去科学技术、经济发展水平的差异,矿难则更像是人祸而非天灾。同时,矿难也是一个综合的社会问题,涉及面广,多种因素交织在一起使人们一时很难理清头绪,究竟哪些问题是关键的,哪些措施是必须的,什么才是安全生产管理工作中的主要矛盾等,要解答这些问题,就需要我们对煤矿安全生产的体制管理进行一个系统地梳理。本文从安全生产的角度,结合对屯兰煤矿矿难的案例分析,比较系统地研究了人性化与制度化管理。制度化管理是基础,人性化管理是灵魂。要想大幅降低煤炭生产领域的死亡率,乃至实现“零死亡率”,我们必须以人为本,发挥人性化管理的优势,把人性化管理与制度化管理相结合,认真落实执行。只有以人为本,构建和谐的安全生产环境,煤矿的坍塌声、爆炸声、哭泣声才会迅速减少,矿难悲剧将不会重现,我们的社会才能真正实现以人为本、和谐发展。更多还原

【Abstract】 China has sufficient supply of coals and coals, as well as its byproducts have been and will always be the major source of energy for China. Since China has carried out reforms and Opening-Up policy, coal industry has accomplished great achivements, having become the primary contributor for China’s economy and development. Meanwhile, we ought to realize that as our economy is rapidly moving forward, we call for higher and innovative standards towards the coal demands, coal resources, production security in coal mines and the qualification of coal industry workers, in particular the production security issues in coal mines. Judging from the statistics of production accidents in coal mines in China, we notice that Chinese coal mine workers have made huge contribution and sacrifice for national development, yet we are also astonished and struck by the cruel and bloody facts that coal mine workers even lost their lives in their work. This obviously refutes our stand of building a harmonious society in China and therefore, governments at all levels as well as the entire social communities begin to find out how to bring in a secure and sustainable production process for coal industry.Coal mine disasters may happen everywhere all over the world. Yet despite of technology and economic support, coal mine disasters sound more like man-made instead of natural disasters. That is because coal industry productions involve complicated social issues in a wide scope and to make a clear outline of these issues we need to look into the current management system of coal industry.This thesis probes into the people-oriented systematic management in concerns of secure coal mine production by analyzing the coal mine disaters in Tun Lan coal mine. A systematic management is the foundation of modern enterprise management, while people-oriented management serves as the soul of it. To ensure a low death rate and even zero death rate in coal industry we must adhere to the principal of combining people-oriented management with systematic management; only by doing this, we could come to realize a harmonious production environment in coal industry and avoid whatever coal mine disaters.更多还原
