【摘要】 目前,随着民主进程的加快,公民参与的理论研究开始突破传统的政治参与范畴,行政领域的公民参与逐渐成为一个国际性的话题和潮流。实践证明,改革开放以来,随着公民意识的普遍提高,我国公民参与公共决策的呼声越来越高,公民参与确实对维护公民权利、维护公共利益起到非常积极的作用。然而,在我国还没有形成一个允许公民参与的良好环境,由于传统政治文化、经济条件、政府决策理念等的限制,我国现阶段公民参与公共决策存在着参与无序、参与渠道不畅通等困境。全面、深入地探讨这些问题,寻求发展和完善我国政府决策中公民参与的现实路径,最终实现政府公共决策的民主化、科学化,就成为十分重要的研究课题。本文立足于公民参与的三个基本要素,即“主体——谁来参与”、“客体—参与什么”和“途径——怎样参与”,阐述了政府决策中公民参与的基本内涵,通过人民主权理论、现代民主行政理论、治理与善治理论和新公共服务理论来探讨公民参与的理论基础,并在此基础上理性的认识了公民参与政府决策的意义。分析了我国政府决策中公民参与的困境及原因,力图在充分比较借鉴的基础上,取长补短,吸收了国外政府决策中公民参与的实践和经验。论文采用从分散到综合,从理论到实践,从宏观到微观的研究思路,揭示了公民参与的意义、缘由、困境和趋势,从而提出了实现我国政府决策中公民有序参与的对策,在参与主体方面,要构建参与型政治文化,强化公民的主体参与意识；加强公民教育,提高公民参与能力；健全公民参与政府决策的组织载体。在参与客体方面,完善政府决策中公民参与制度；建立和完善科学民主的决策机制；健全公民参与的法律保障体系。在参与途径方面,拓宽公民参与决策的形式和渠道；完善电子政务,为公民参与政府决策提供技术平台。这些措施将对实现我国政府决策的合法化、科学化和民主化具有重要意义。更多还原

【Abstract】 Currently, citizen participation in administrative area has become an international topic and trend, with the development of democracy in China while research on theories of citizen participation begins to break through traditional category of political participation. It has been proved that the generally-improved awareness to safeguard legitimate rights of themselves among citizens has led to growing demand in public decision-making, and it also proves that citizen participation does play a positive role in defending citizen rights and public interest since reform and opening-up in 1978. However, a good environment for citizens to do this has not yet been created in China. At present, Chinese citizens, restricted by current political, cultural, and economic conditions and conventional government decision-making ideas, are participating in public decision-making disorderly without smooth channel. Therefore, it turns to be a significant research project to probe into these problems and to find out a realistic way to develop and then complete citizen participation in government decision-making in China.Based on the three basic elements of citizen participation-"subject:who will participate", "object:participate in what", "approach:participate in what way"-this thesis explains the basic connotation of citizen participation in "government decision-making, and probes its theory foundation through theory of people’s sovereignty, theory of modern democratic administration, theory of governance and good governance and theory of new public service, which result in a rational knowledge of the significance of it. After analyses of the problems and causes of citizen participation in government decision-making, the thesis tries its best to learn from practices and experience of foreign countries for reference. From dispersion to comprehension, from theory to practice, and from micro to macro, with the help of these research ideas the significance, causes, problems and trend of citizen participation have been discovered, and accordingly the countermeasures to achieve orderly citizen participation in government decision-making have been found, which is significant to the legitimate, scientific and democratic government decision-making.更多还原
