城市报警与监控系统软件设计

【摘要】 党和政府提出了“构建社会主义和谐社会”的口号,但由于目前存在的警力不足、缺乏良好的防范手段、缺乏良好的监控手段、事后取证不足等实际问题,所以如何利用科技手段有效的建设和谐社会也就成了一道难题。本文中所提到的城市报警与监控系统就是针对目前现状研发的新一代平安城市平台。该系统是一个运营级的报警监控系统,支持多级级联,具备可运营、可管理特性,符合运营系统大容量、可扩展、高性能的特点。提供了网络报警视频监控业务所需的所有功能,并针对行业用户的具体特点重点强化了报警管理、报警联动、报警处置以及系统运维方面的功能。本文将先进的视频编解码技术、网络传输技术、多线程编程技术、数据库共享技术等有效的结合在一起,给出了系统的总体设计方案,该方案分为前端视频服务器和后端监控中心软件。前端视频服务器完成报警信号以及图像的采集、压缩编码及网络传输;后端监控中心软件,负责实现系统配置、管理,前端设备的控制、管理,报警数据的接收、分析、分发、处理,以及视频数据的接收、解码、存储、控制等功能。本论文的主要内容是后端监控中心软件的设计与实现。首先介绍了监控中心软件的总体架构以及模块划分,并描述了个子模块的工作流程。其次介绍了如何将各种不同设备在同一平台下进行统一管理。然后重点介绍了运维业务以及报警子系统的实现。论文中简单论述了监控中心软件系统涉及到的关键技术的实现方式,其中包括:视频编解码技术、网络传输技术。

【Abstract】 Our Party and Government propose such an idea: To build a harmonious socialist society, but because of some practical problems such as insufficiency of police, lacking good security, supervision means, and deficiency of collecting evidence afterwards, so how to use the technological means to utilize harmonious society effectively becomes a difficult problem.The city alarm and monitoring system which mentioned in this thesis is a new generation of safe city platform for the current situation. This system is an operating alarm monitoring system, which supports multilevel cascade connection, be operative and managed, and corresponds to the characteristics of operating system’s high-capacity, expansibility and high performance.It also provides all the functions of network alarm video supervision, according to the special needs of the users, we enhance the functions of alarm management, alarm linkage, alarm disposition system operation and maintenance.In this thesis video coding and decoding technology, network transmission technology, multi-threading programming technique, database share technology are combined effectively, express system’s total design proposal which can be divided into front video Server and back supervision center software. Front video Server collects the alarm signal and image, compresses code and transmits network; Back supervision center software, takes charge for system disposition, administration, front equipment’s controlling and administration, alarm data’s receiving , analyzing , sending, disposal, and video data’s receiving, decoding, memorizing, command and so on.This thesis probes into the design and realization of the back monitoring center software. First , the briefly introduction of the framework of the monitoring center system, the module division, and module’s work procession. Secondly how to administrate the different equipment under the same platform .Next the description of the system’s operation and maintenance and alarm subsystem’s work. At last it focuses on the exposition on the monitoring center soft ware, its key technologies and the Realization supervision center software which concludes: video coding and decoding and network transmission .
