政府治理下绵阳科技城高新技术产业发展策略研究

【摘要】 随着世界各国的科技创新日新月异,我国工业化进程步伐也在不断加快,高新技术产业化对于国家和地区竞争力的形成起到极为重要的作用,政府在推动高新技术产业化进程中扮演着重要角色,作用不容忽视。本文结合政府治理相关理论,主要运用比较分析和系统分析相结合的方法,以绵阳科技城为核心,深刻揭示当前政府治理过程中在主体自身建设、服务环境建设和激励企业自主创新三个方面存在的主要问题,以探索与当前形势发展相适应的政府治理策略作为出发点和落脚点,力求在现有基础上得到改善提升,初步形成与绵阳科技城规划定位相适应,创新发展机制比较先进,产业结构调整方向相对明确的政府治理高新技术产业发展策略框架,即政府要着重在建立精简高效推进机构,形成统筹发展推进机制,确定科学务实推进路径三个主要方面加强改进,力求获得最大的社会公共效益。更多还原

【Abstract】 With the continuously change of sci-tech innovation over the world, our country’s process of industrialization accelerates also, hi-tech industrialization plays a key role in the formation of national and regional competitiveness. Therefore, we cannot ignore the role of government in the process of promoting hi-tech industrialization.This paper combines relative theory of governance, integrated use comparative and system analysis mainly, approach to the core city of Mianyang Science and Technology, profoundly reveals current issues exist mainly in three aspects, as self-construction、environmental build service and enterprises’independent innovation stimulation in the course of government administration, to explore the governance suited to changing situations as a starting point and goal, aimed to obtain improvement and promotion based on status quo. Primarily build a policy frame of high-tech industry development governance, which is adapt to Mianyang city’s planning position, possessing relatively advanced innovative development mechanism and definite direction of industry restructure. That is the government must strengthen and improve in three aspects mainly, as to build overall development impelling mechanism, to build high-efficient retrench promoting organization and to establish scientific pragmatic impelling path, thus effort to acquire amaximum social public benefits. .更多还原
