基于PCC架构的在线计费系统的研究和实现

【摘要】 IP多媒体子系统(IMS)是第三代移动通信伙伴组织(3GPP)在Release 5版本标准的基础之上提出的支持IP多媒体业务的子系统。其中策略控制与计费控制一直是IMS研究中的重要部分。在R7版本中,策略控制功能(PDF)与流计费功能(FBC)进行了合并,在业务控制层和接入/承载层之间形成了策略和计费控制(PCC:Policy and Charging Control)架构,完成资源接纳控制功能,其宗旨是为用户提供差异化的服务,为用户业务流提供承载资源的保障以及基于的流计费策略。目前该架构获得了广泛地认可和接受。与此同时,随着3G时代的来临,业务种类越来越丰富,业务内容越来越新颖。更多高附加值业务的开展,使得如何建设一个有效的在线计费系统已经成为近年来各通信运营商部署试验的一个热点课题。3GPP在研究下一代移动通信网络标准的同时,也非常关注后台新业务的支撑方案,并提出了一个在线计费系统(Online Chrging Systems, OCS)的参考性架构,对在线计费系统应该具备的基本功能模块和接口做了建议。但是这个规范只提供了一个系统性的框架结构,而对于OCS本身如何具体实现没有提出详细的要求,缺乏明确而有力的指导。因此本文的目的是基于PCC网络架构,实现一个能与网元计费触发模块进行交互的在线计费系统。文中将会给出在线计费系统的具体实现方案,包括系统模型的设计、关键的实现策略、数据模型的设计等。同时,为了模拟一个完整的在线计费系统流程,本文给出了网络侧计费触发模块的设计和实现方案,以便和OCS进行信令交互。最后,基于作者对于在线计费的研究和理解,本文还提出了一种对于在线计费流程的优化方案。

【Abstract】 IP Multimedia Subsystem (IMS) is proposed by 3rd Generation Partnership Project based on Release 5 for supporting the IP multimedia services. It’s very important for the policy and charging control in the part of research in IMS.In Release 7, Policy Decision Function and Flow Based Control converge towards each other and form the Policy Control and Charging (PCC) architecture. PCC architecture aims to provide differentiated services, as well as user traffic bearer resource guarantee and charging policy for traffic flow, and has been widely accepted.At the same time, as 3G Times is coming, we have more and more services to choice, and how to establish a efficient online charing system has became a very important question to operators. So 3GPP devotes a huge resource on the solution of provide new services and proposes an reference architecture named Online Chrging Systems. But this standard doesn’t show detailes about how to implement the system and lack distinctly instruction to operators.So the purpose of this paper is implement an online charing system which can interactive with Charging Trigger Function based on PCC architecture.This paper will give details of the solution, included design of system model, data model and so on. For simulate a whole online charing scenario, this paper will give the design and solution of Charging Trigger Function. At the end of this paper, based on the understand of charing architecture, the author will give a optimization of procedure for online charging system in 3GPP.
